Sir:

     Your Committee on Labor and Environment, to which was
referred S.B. No. 207 entitled: 

     "A BILL FOR AN ACT RELATING TO WASTEWATER,"

begs leave to report as follows:

     The purpose of this measure is to establish a special fund
into which various fees collected pursuant to the activities of
the Board of Certification of Operating Personnel in Wastewater
Treatment Facilities (Board) will be deposited.

     Testimony in support of this measure was received from the
Department of Health.

     Your Committee finds that, since fiscal year 1996, the
Board's annual budget has been $5,198, which is insufficient to
implement the mandatory certification program for wastewater
treatment plant operators.  Your Committee also finds that the
Board can operate effectively on a budget of $10,000 and the
Board generates approximately $11,000 annually from registration
and certification fees.  Thus the entire operational costs of the
Board could be financed by the revenues generated by the operator
certification program.  

     As affirmed by the record of votes of the members of your
Committee on Labor and Environment that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 207 and recommends that it pass Second Reading and be
referred to the Committee on Ways and Means.
