Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 531, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO ROADSIDE HERBICIDE USE,"

begs leave to report as follows:

     The purpose of this measure is to require state and county
agencies to develop and implement an integrated vegetation
management strategy to minimize the use of herbicides in public
roadside maintenance.

     This measure also establishes a Roadside Vegetation
Committee within the Department of Transportation that will,
among other things, develop, initiate demonstration programs of,
and issue advisory opinions on, roadside vegetation management
strategies.

     Further, this measure requires the Department of
Transportation to submit a preliminary report to the 2000 regular
session of the Legislature on its progress and plans to implement
integrated vegetation management.

     Your Committee has amended this measure by making technical,
nonsubstantive amendments for purposes of clarity and drafting
style.
