Sir:

     Your Committee on Economic Development, to which was
referred S.C.R. No. 126 entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING THE USE OF THE
     HAWAII CONVENTION CENTER BY HAWAII STATE GOVERNMENT
     AGENCIES,"

begs leave to report as follows:
     
     The purpose of this measure is to request the Hawaii
Convention Center to allow Hawaii state and county government
agencies to use the facilities when conducting government
business.

     Your Committee received comments on this measure from two
members of the Convention Center Authority (CCA) Board.  The
Hawaii Tourism Authority testified in opposition.

     Your Committee finds that as a result of its current
bookings experiences, the CCA has solicited public comments and
instituted a revised local use policy, including guidelines for
use by government agencies.

     Your Committee believes that a variety of alternatives
should be explored in order to achieve maximum use of the
convention center and ensure its success.

     As affirmed by the record of votes of the members of your
Committee on Economic Development that is attached to this
report, your Committee concurs with the intent and purpose of

S.C.R. No. 126, and recommends that it be referred to the
Committee on Ways and Means.
