Sir:

     Your Committee on Ways and Means, to which was referred S.R.
No. 54, S.D. 1, entitled:

     "SENATE RESOLUTION REQUESTING THE DEPARTMENT OF
     TRANSPORTATION TO CONDUCT A FEASIBILITY STUDY TO PLAN,
     DESIGN, ACQUIRE LAND, AND CONSTRUCT A SECOND ENTRANCE INTO
     AND EXIT OUT OF WHITMORE VILLAGE,"

begs leave to report as follows:

     The purpose of this Resolution is to request the Department
of Transportation to conduct a feasibility study to plan, design,
acquire land, and construct a second entrance into and exit out
of Whitmore Village.

     Your Committee finds that the lack of an alternate route in
and out of Whitmore Village, in addition to the inconvenience for
Whitmore residents, leaves village residents isolated in the
event of an emergency that cuts off access to that road.  Your
Committee agrees with the intent of this Resolution, and finds
that the construction of a second entrance into and exit out of
Whitmore Village will provide greater accessibility to that
village and address security and safety concerns.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee concurs with the intent and purpose of S.R. No. 54,
S.D. 1, and recommends its adoption.
