         DECISION MAKING ON THE FOLLOWING BILLS
             (Deferred from March 17, 1999)

HB 274     RELATING TO FAMILIES                           HHS/JDC,WAM
HD3        Protects children and youth  from abuse and neglect
           by:
           (1) Mandating  foster  parent  training  for foster
           parents of licensed  foster homes, emergency foster
           homes, and  relative  foster  homes;  (2) Requiring
           mandated reporters to orally  report child abuse to
           both the  Department  of  Human  Services (DHS) and
           police departments; (3)  Allowing  a police officer
           to assume protective custody  of  a child without a
           court order and without  the consent of the child's
           family under  certain  conditions;  (4) Mandating a
           show cause hearing  if  a  child  has been residing
           outside of the family for a period of twelve months
           or if there has  been  a court-ordered service plan
           for  a  period  of  one  year;  (5)  Establishing a
           medical and  health  case  management procedure for
           the medical  oversight  of  children  in  the Child
           Protective Services  system;  and (6) Appropriating
           an unspecified amount of funding for the protection
           of children from abuse and neglect.

HB 547     RELATING TO ANATOMICAL GIFTS                   HHS/JDC,WAM
HD3        Creates a funding  mechanism  to educate the public
           about  organ   and   tissue   donation.    Requires
           hospitals to report the suitability of patients for
           organ and  tissue  donation.    Creates an advisory
           committee on anatomical gifts.

HB 1138    RELATING TO EPIDEMIOLOGIC INVESTIGATIONS       HHS/JDC,WAM
HD1        Expands  the  Department  of  Health's  ability  to
           investigate  significant  causes  of  illness which
           threaten  the   public   health.      Protects  the
           confidentiality  of  information  received  by  the
           Department.  Protects providers of this information
           from being liable.

HB 1125    RELATING TO RECOVERY OF MEDICAL                HHS/JDC,WAM
HD2        PAYMENTS

 
           Clarifies and  standardizes  provisions relating to
           the recovery of medical  assistance payments by the
           Department  of   Human   Services   in  third-party
           liability situations.

decision making on the above measures on Friday, March 19, 1999 at 2:00
p.m. in conference room 229.)
