HB 990 HD1    MAKING AN EMERGENCY APPROPRIATION FOR LEGAL SERVICES FOR DEPARTMENT OF
HSCR 515      HAWAIIAN HOME LANDS INDIVIDUAL CLAIMS REVIEW.
           Provide an emergency appropriation to fund personnel costs for the
           Individual Claims Unit for the remaining four-month period of fiscal
           year 1998-99. (JHA,FIN)

HB 1675       RELATING TO HAWAIIAN HOME LANDS TRUST INDIVIDUAL CLAIMS.
HSCR 542      Extends the time to process individual Hawaiian homelands trust claims.

HB 235 HD1    RELATING TO THE HAWAIIAN HOMES COMMISSION.
HSCR 683      Authorizes the election of the members of the Hawaiian homes commission
           by Hawaiian voters and provides a salary for the members.  Authorizes
           the Hawaiian homes commission to employ or retain an attorney.

HB 1095 HD1   RELATING TO THE REVIEW OF THE SALARIES OF THE TRUSTEES OF THE OFFICE OF
HSCR 544      HAWAIIAN AFFAIRS.
           Re-start the salary review process established by Act 358, SLH 1993.

HB 1237 HD1   RELATING TO FIREWORKS.
HSCR 536      Allows the counties to regulate the use of non-aerial common fireworks
           through the issuance of certificates of use. (JHA,FIN)

HB 1052 HD1   RELATING TO GOVERNMENT.
HSCR 543      Transfers fifty per cent of the fines and forfeitures collected for
           uncontested traffic infractions to the counties. (JHA,FIN)

HB 164        PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 6, OF THE HAWAII
HSCR 519      CONSTITUTION, TO CHANGE THE ELIGIBILITY REQUIREMENTS FOR MEMBERSHIP IN
           THE SENATE OR HOUSE OF REPRESENTATIVES.
           Proposes an amendment to Article III, section 6, of the State
           Constitution to require that, prior to filing nomination papers for the
           primary election, a candidate for state legislative office shall be a
           qualified voter in the district that the candidate seeks to represent.

HB 166        RELATING TO ELECTIONS.
HSCR 520      Requires reporting in addition to any other reports required by law, of
           campaign contributions aggregating in excess of $500, made or received
           within the period of 15 calendar days through 3 calendar days prior to

HB 72 HD1     RELATING TO ELECTIONS.
HSCR 523      Provides that candidates who voluntarily agree to limit campaign
           expenditures and become eligible for matching funds must do so at or
           before the time of filing nomination papers and may not thereafter
           withdraw their agreement.  Allows unopposed candidates to apply for
           matching funds.  Extends the time within contributors must be notified
           that a candidate has exceeded expenditure limits to 30 days.  Allows
           candidates who have exceeded spending limitations by no more than 1% to
           return 25% of, as opposed to all matching funds.  Reduces the time that
           qualifying campaign contribution statements must be filed with the
           commission from 60 to 30 days. (JHA,FIN)

HB 71 HD1     RELATING TO ELECTIONS.
HSCR 522      Amends campaign spending and disclosure laws to encompass contributions
           with regard to ballot issues.  Provides that organizations that raise
           or expend funds for purposes of informational and educational
           advertising are not "committees" subject to campaign contribution and
           expenditure laws.  Limits contributions by a candidate's immediate
           family to $50,000.  Amends the dates on which preliminary reports must
           be filed with the commission.  Repeals short form reporting.  Exempts
           violators of campaign contribution and expenditure laws from
           administrative fines and criminal prosecution upon payment of penalties
           imposed by the commission. (JHA,FIN)

HB 157 HD1    RELATING TO CRIME.
HSCR 526      Addresses the prison overcrowding issue by continuing the comprehensive
           schedule of incarceration alternatives and continuing rehabilitative
           and assistive programs for arrestees and incarcerated persons.

HB 1006 HD1   RELATING TO A SENTENCING SIMULATION MODEL.
HSCR 533      Appropriates funds for a criminal justice computer simulation modeling
           program. (JHA,FIN)
