        Appropriates funds for various programs and services
for the protection of children and families.  (Chun Oakland)

        
S.B. 1036  Relating to Persons with Disabilities   HLT/HSH, LMG
S.D. 3                                                 FIN  

        Establishes a Disabilities and Communication Access
Board.  Appropriates an unspecified amount for the
developmentally disabled and mentally retarded.  Establishes the
developmental disablilities special fund.  Authorizes living
stipends for patients living independently.  Requires an audit of

S.B. 788 Relating to Taxation                       HLT, FIN
S.D. 2
        Provides that the excise tax on cigarettes shall be
imposed and collected through the use of stamps purchased by
wholesalers and dealers, and affixed to cigarette packages.

S.B. 613 Relating to Tobacco Products          HLT, CPC, FIN
S.D. 2   
        Creates statewide licensure mechanism for retail
tobacco sales that provides  for licensing retail tobacco
vendors, inspections and enforcement, adjudication of fines and
penalties, training and education for retail merchants and public
awareness of the State's statute governing the sale of tobacco
to minors. (Matsunaga)

S.B. 1034  Relating to the Hawaii Tobacco             HLT, FIN
S.D. 1   Settlement Special Fund

        Creates a special fund for tobacco settlement moneys,
a Hawaii tobacco prevention and control endowment fund, and a
rainy day fund. (Mizuguchi B/R)

S.B. 1231  Relating to Smoking in the Workplace   HLT, LAB, JHA
S.D. 3

        Prohibits smoking in workplaces employing 2 or more
employees.  This prohibition does not apply to the dining areas
of restaurants, bars, and hotel guest rooms.  (Chun Oakland)

S.B. 511 Relating to Health Care Facility      HLT, CPC, FIN
S.D. 1   Payments

        Requires insurers, mutual benefit societies, and HMOs
to pay rural health care facilities directly regardless of their
participatory status. (Kanno)

S.B. 860 Relating to Mental Health             HLT, CPC, FIN
        
        Adds marriage and family therapists for purposes of
mental health and alcohol and drug abuse treatment insurance
benefits. (Chun Oakland)

S.B. 844 Relating to Health Insurance          HLT, CPC, FIN
S.D. 2   
        Requires health insurers to equitably reimburse for
mental health, alcohol, and drug treatment. (Chun Oakland)

 
 
 


 
S.B. 1032  Relating to Involuntary Psychiatric    HLT, JHA, FIN
S.D. 1   Treatment

        Authorizes the adoption of administrative rules
allowing an interdisciplinary panel of mental health clinicians
to review applications by the department of health for
involuntary psychiatric treatment with medication for patients at
in-patient psychiatric facilities. (Mizuguchi B/R)

S.B. 1452  Relating to Health                    HLT, CPC, FIN
        
        Establishes the health insurance revolving fund.
Requires the insurance commissioner to conduct public education
programs about managed care plans. Clarifies duties of HMOs and
health insurers for emergency medical conditions.  Allows the
insurance commissioner to conduct a review hearing of HMO patient
complaints, etc. (Chun Oakland)

S.B. 1127  Relating to Insurance                 HLT, CPC, FIN

        Establishes the health insurance revolving fund.
Authorizes assessments against mutual benefit societies and HMOs
to be credited to the health insurance revolving fund and motor
vehicle insurance revolving fund. (Mizuguchi B/R)

S.D  2
        Clarifies and improves laws regulating insurance,
including mutual benefits societies and health maintenance
organizations. Increases fines for insurance law violations.

S.B. 1130  Relating to Health Maintenance        HLT, CPC, FIN
S.D. 1   Organizations
        
        Amends the provisions governing fees for certificates
of authority for health maintenance organizations.

S.B. 1136  Relating to Regulation of Osteopathy   HLT, CPC, FIN
S.D. 2   
        Abolishes the Board of Osteopathic Examiners and
transfers regulatory functions to the Board of Medical Examiners.
Requires four members of the Board of Medical Examiners to be
osteopathic physicians or surgeons. (Mizuguchi B/R)
