The bills listed below were previously heard by their subject
matter committee:

SB 1051    RELATING TO DISCLOSURE OF DEPARTMENT OF HUMAN HHS, JDC
SD1        SERVICES' RECORDS
        Amends confidentiality statutes to allow the
        department to adopt rules to reflect changes, as they
        are made, in federal statutes and regulations.  Allows
        disclosure of child abuse and neglect to comply with
        law.

SB 1052    RELATING TO CHILD PROTECTIVE SERVICES         HHS, JDC
SD1        Permits the director, rather than the Governor, to
        appoint members to the Blueprint Pilot Project
        coordinating committee, and expands the size of the
        committee.

SB 970     RELATING TO BAIL BONDS                        CPN, JDC
        Exempts bail bond rates from insurance rate filing
        requirements.

SB 236     RELATING TO UNFAIR AND DECEPTIVE PRACTICES    CPN, JDC
SD1        Prohibits the offering of a prize in which the winner
        is determined by a drawing or some other method of
        chance without providing written representation that
        the prize may not be awarded.  Authorizes an injured
        consumer to sue for damages and attorneys' fees.  

SB 1626    RELATING TO PUBLIC CONTRACTS                  GOH, JDC

 
SD1        Places restrictions on award of public contracts to
        persons who made political campaign contributions to
        anyone involved in the contract selection process.

SB 36      RELATING TO CONDOMINIUMS                      GOH, JDC
SD1        Allows condo assoc. to collect from the tenant overdu
        maintenance fees and terminate common privileges for
        nonpayment of fees; provides priority lien for unpaid
        common expenses; provides time of title transfer for
        foreclosure; allows for condo assoc to deposit funds
        in out of financial institutions and credit unions.

SB 1109    RELATING TO NOTICE OF BREACH OR DEFAULT       WLH, JDC
SD1        Proposes to reduce the period for curing non-monetary
        defaults under leases and patents of state land from
        sixty to thirty days, subject to necessary extension
        only in cases where required; permit the parties, by
        agreement, to give notice by facsimile.

SB 557     RELATING TO THE BOARD OF LAND AND NATURAL     WLH, JDC
        RESOURCES
        Allows a simple majority of the members of the board
        of land and natural resources present in order to take
        action on conservation district permits and site
        plans.

SB 1024    RELATING TO ENVIRONMENT                       LRE, JDC
SD1        Proposes the regulation of private cesspool,
        wastewater, and sludge pumping and hauling operations
        by the director of health, instead of the state board
        of certification.

SB 1086    RELATING TO BOATING PENALTIES                 ECD, JDC
        Establishes administrative fines for violations of
        boating laws and rules.  Authorizes the collection of
        fines, damages, and fees and costs.

SB 1088    RELATING TO ENFORCEMENT                       ECD, JDC
SD1        Proposes procedures for the seizure, forfeiture, and
        disposal of natural resources involved in statutory
        violations.

SB 709     RELATING TO TRAFFIC ENFORCEMENT               TIA, JDC
SD1        Amends the photo red light imaging and photo speed
        imaging detector demonstration project by including
        other photo technology systems to improve traffic
        enforcement and reduce traffic congestion by producing
        photographic identification of a vehicle which crosses
        longitudinal traffic lane markings.

SB 1469    RELATING TO THE ADJUDICATION OF TRAFFIC        JDC/WAM
        INFRACTIONS
        Repeals Chapter 291D, HRS, relating to the
        adjudication of traffic infractions.
