Report Title: Petroleum Control Commission

Description: Establishes the petroleum control commission in the department of business, economic development, and tourism to regulate and control petroleum refining and sales of petroleum products in the State. Empowers the commission to authorize new retail service stations and determine whether they may be operated by a petroleum utility; restrict price increases when prices rise above a certain percentage over a benchmark market, as determined by rules adopted by the commission; decide when a utility may convert a station from one operated by a dealer to one operated by a utility, and vice versa; and decide when a utility may close a station, to prevent communities from being underserved.
