Report Title: Convention center authority

Description: Allows the Convention Center Authority (CCA) to sunset on June 30, 1999. Assigns the responsibility to market, operate, manage, and maintain the Hawaii convention center facility to the Hawaii Tourism Authority. Transfers the Convention Center Capital and Operations Special Funds to the Tourism Special Fund.
