                   A  BILL  FOR  AN  ACT

RELATING TO PARENT/COMMUNITY NETWORKING CENTERS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The purpose of this Act is to provide every
 
 2 public school in Hawaii with a fully funded parent/community
 
 3 networking center, and to provide differentiated statewide
 
 4 support services for administrators, teachers, and
 
 5 parent/community networking center facilitators in family
 
 6 support, volunteer management, teacher-parent-volunteer
 
 7 partnerships, and networking resources.
 
 8      SECTION 2.  There is appropriated out of the general
 
 9 revenues of the State of Hawaii the sum of $1,201,805, or so much
 
10 thereof as may be necessary for fiscal year 1999-2000, and the
 
11 same sum, or so much thereof as may be necessary for fiscal year
 
12 2000-2001, to:
 
13      (1)  Provide full funding for fifty partially funded
 
14           parent/community networking centers ($10,119 per
 
15           school);
 
16      (2)  Provide full funding for forty-five unfunded
 
17           parent/community networking centers ($13,419 per
 
18           school);

 1      (3)  Provide funding for one full-time equivalent (1.00 FTE)
 
 2           parent/community networking center coordinator/trainer
 
 3           position in the Maui departmental school district
 
 4           ($26,000 per position);
 
 5      (4)  Provide funding for one full-time equivalent (1.00 FTE)
 
 6           parent/community networking center coordinator/trainer
 
 7           position in the Kauai departmental school district
 
 8           ($26,000 per position); and
 
 9      (5)  Provide funding for one full-time equivalent (1.00 FTE)
 
10           state parent/community networking center resource
 
11           teacher position ($40,000 per position).
 
12      SECTION 3.  The sums appropriated shall be expended by the
 
13 department of education for the purposes of this Act.
 
14      SECTION 4.  This Act shall take effect on July 1, 1999.
