                   A  BILL  FOR  AN  ACT

RELATING TO HUNTING.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 183D, Hawaii Revised Statutes, is
 
 2 amended by adding a new section to be appropriately designated
 
 3 and to read as follows:
 
 4      "�183D-    State hunting advisory council.  (a)  There is
 
 5 established on each of the islands of Hawaii, Maui, Molokai,
 
 6 Lanai, Oahu, and Kauai, a state hunting advisory council chapter;
 
 7 provided that the island of Hawaii shall have two chapters, due
 
 8 to its size, with one being designated as the east Hawaii chapter
 
 9 and the other being designated as the west Hawaii chapter.
 
10      (b)  Each chapter shall have a panel composed of the
 
11 hunting, shooting, and related sporting clubs in its district, as
 
12 well as members of the nonaffiliated hunting community at large.
 
13 These panels are encouraged to reflect the diversity within the
 
14 State's hunting community.  Each chapter shall be responsible for
 
15 electing two delegates and two alternates to represent the
 
16 chapter's interests on the state hunting advisory council.
 
17      (c)  In accordance with section 26-34, the governor shall
 
18 appoint those delegates and alternates elected by and
 
19 representing each chapter to the state hunting advisory council,

 1 each chapter having no more than two voting representatives to
 
 2 the council; the governor shall also appoint one voting member
 
 3 who shall be a member of a conservation organization and possess
 
 4 a valid hunter's license, for a maximum of fifteen votes.
 
 5      (d)  The appointed delegates and alternates of each chapter
 
 6 to the council shall serve for a term of two years.  Delegates to
 
 7 the council shall elect a chairperson, a vice chairperson, a
 
 8 treasurer, a recording secretary, and a legislative liaison.  The
 
 9 five elected officers shall make up the council's executive
 
10 committee.  The duties and functioning of the council and its
 
11 executive committee shall be described by the bylaws of the
 
12 council.
 
13      (e)  The council shall seek assistance in developing
 
14 statewide perspectives on hunting from administrators of the
 
15 divisions of forestry and wildlife, conservation and enforcement,
 
16 and the members of the board.  The state hunting advisory council
 
17 shall advise the board, the department, and other persons, on
 
18 matters affecting hunting on each island and throughout the
 
19 State, including proposed rules and the enforcement thereof.
 
20      (f)  The full council shall meet regularly to discuss,
 
21 formulate, and devise island-specific hunting perspectives; but
 
22 not less than two times per year.  The council may hear such
 
23 persons and acquire such information as the council desires and

 1 shall communicate its findings and recommendations to the
 
 2 department and the board.  The members of the council shall serve
 
 3 without compensation but shall be reimbursed for expenses,
 
 4 including travel expenses, necessary to the performance of their
 
 5 duties.  These expenses shall be paid out of the wildlife
 
 6 revolving fund.
 
 7      SECTION 2.  New statutory material is underscored.
 
 8      SECTION 3.  This Act shall take effect upon its approval.
