Allows acupuncture practitioners to sit for the licensing
examination if they have graduated from a school that is in the
process of applying for candidacy for accreditation.

                   A  BILL  FOR  AN  ACT

RELATING TO ACUPUNCTURE PRACTITIONERS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 436E-5, Hawaii Revised Statutes, is
 
 2 amended by amending subsection (d) to read as follows:
 
 3      "(d)  Notwithstanding subsections (b) and (c), effective
 
 4 September 1, 2000, before any applicant shall be eligible for the
 
 5 examination, the applicant shall furnish satisfactory proof to
 
 6 the board that [the]:
 
 7      (1)  The applicant has completed a formal acupuncture
 
 8           program [and];
 
 9      (2)  The applicant has received a total of not less than two
 
10           thousand, one hundred seventy-five hours of academic
 
11           and clinical training consisting of [an]:
 
12           (A)  An academic program of not less than one thousand,
 
13                five hundred fifteen hours in the science of
 
14                acupuncture (traditional oriental medicine); and
 
15                [a]
 
16           (B)  A clinical training program of not less than six
 
17                hundred sixty hours under the supervision of a
 
18                licensed acupuncturist[, which]; and

 1      (3)  The academic and clinical training received by the
 
 2           applicant shall result in the award of a certificate or
 
 3           diploma [at an] from:
 
 4           (A)  An institute, school, or college[, accredited or
 
 5                recognized] that is:
 
 6                  (i)  Accredited;
 
 7                 (ii)  Recognized as a candidate for
 
 8                       accreditation; or
 
 9                (iii)  In the process of applying for candidacy
 
10                       for accreditation,
 
11                where the accreditation is performed by any
 
12                acupuncture or oriental medicine accrediting body
 
13                recognized by the United States Department of
 
14                Education; or [at a]
 
15           (B)  A foreign institute, school, or college with a
 
16                formal program in the science of acupuncture,
 
17                licensed, approved, or accredited by the
 
18                appropriate governmental authority or an agency
 
19                recognized by a governmental authority in that
 
20                jurisdiction, and whose curriculum is approved by

 1      SECTION 2.  Statutory material to be repealed is bracketed.
 
 2 New statutory material is underscored.
 
 3      SECTION 3.  This Act shall take effect upon its approval.
