DESCRIPTION:
Authorizes the University of Hawaii to establish its own ethics
system for its employees, except for the BOR and the UH
President, who shall remain under the purview of the Ethics

                   A  BILL  FOR  AN  ACT

RELATING TO THE UNIVERSITY OF HAWAII.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 84, Hawaii Revised Statutes, is amended
 
 2 by adding a new section to part IV to be appropriately designated
 
 3 and to read as follows:
 
 4      "�84-    University of Hawaii.  The powers and duties
 
 5 assigned to the governor in this part shall, with respect to the
 
 6 University of Hawaii except for the members of the board of
 
 7 regents and the president of the University of Hawaii, be
 
 8 assigned to the board of regents."
 
 9      SECTION 2.  Chapter 304, Hawaii Revised Statutes, is amended
 
10 by adding a new section to be appropriately designated and to
 
11 read as follows:
 
12      "�304-    Ethics.  (a)  The board of regents shall establish
 
13 a system for prescribing and enforcing a code of ethics for its
 
14 employees, except for the members of the board of regents and the
 
15 president, who shall remain under the purview of the ethics
 
16 commission pursuant to chapter 84.
 
17      (b)  As used in this section, the term "employee" shall have
 
18 the same meaning as provided in section 84-3."
 
19      SECTION 3.  New statutory material is underscored.
 
20      SECTION 4.  This Act shall take effect upon its approval.
