                   A  BILL  FOR  AN  ACT

RELATING TO WAGES AND HOURS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  (a)  There is established within the department
 
 2 of labor and industrial relations a two-year pilot program
 
 3 providing for a confidential telephone hotline to report
 
 4 violations of chapter 104, Hawaii Revised Statutes, dealing with
 
 5 wages and hours of employees in public works.
 
 6      (b)  Prior to the convening of the regular session of 2000,
 
 7 the department shall submit to the legislature a progress report
 
 8 of the pilot program.
 
 9      (c)  Prior to the convening of the regular session of 2001,
 
10 the department shall submit to the legislature a final report of
 
11 its findings and recommendations.  The final report shall include
 
12 but not be limited to:
 
13      (1)  A cost-benefit analysis evaluating the efficiency and
 
14           effectiveness of the hotline; and
 
15      (2)  A financial analysis of the cost to operate and
 
16           maintain a permanent hotline.
 
17      SECTION 2.  There is appropriated out of the general
 
18 revenues of the State of Hawaii the sum of $        or so much
 
19 thereof as may be necessary for fiscal year 1999-2000 and the sum
 
20 of $        or so much thereof as may be necessary for fiscal

 1 year 2000-2001 for a two-year pilot program providing a
 
 2 confidential telephone hotline to report violations of chapter
 
 3 104, Hawaii Revised Statutes.
 
 4      SECTION 3.  The sums appropriated shall be expended by the
 
 5 department of labor and industrial relations for the purposes of
 
 6 this Act.
 
 7      SECTION 4.  This Act shall take effect on July 1, 1999.
