                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that a survey taken of
 
 2 high school leaders in August 1999 by the Hawaii State Student
 
 3 Council and the State Student Conference Planning Committee shows
 
 4 that 112 out of 166 students, or sixty-seven per cent, are aware
 
 5 of an illegal drug problem at their school, and 147 out of 166
 
 6 students, or eighty-nine per cent, are aware of a smoking
 
 7 problem.  The use of alcohol and other drugs can affect judgment
 
 8 and lead to sexual risks:  18,540 cases of AIDS in the nation
 
 9 were reported to the Centers for Disease Control and Prevention
 
10 among twelve- to twenty-four-year-olds by the end of 1994.
 
11 Deaths related to excessive drinking exceeded 97,000 in 1998 in
 
12 the United States.  Of the 5,905 traffic fatalities involving
 
13 fifteen- to twenty-year-olds in 1993, forty per cent were
 
14 alcohol-related.  Marijuana use among twelve- to seventeen-year-
 
15 olds rose 141 per cent and cocaine use rose 166 percent in the
 
16 three years prior to 1996.  Furthermore, according to surveys
 
17 conducted among high school seniors nationwide:
 
18      (1)  93 per cent have used alcohol;
 
19      (2)  27 per cent have used stimulants;

 1      (3)  16 per cent have used cocaine;
 
 2      (4)  15 per cent have used hallucinogens, including LSD and
 
 3           PCP;
 
 4      (5)  14 per cent have used sedatives or barbiturates;
 
 5      (6)  14 per cent have used inhalants;
 
 6      (7)  13 per cent have used tranquilizers;
 
 7      (8)  10 per cent have used opiates other than heroin;
 
 8      (9)  9 per cent have used LSD; and
 
 9     (10)  8 per cent have used amyl and butyl nitrates.
 
10 The 1998 Hawaii Student Alcohol and Drug Use Survey of public and
 
11 private school students in grades six to twelve indicated that
 
12 16,700 students report a need for drug treatment.  The purpose of
 
13 this Act is to fund various drug abuse prevention and treatment
 
14 programs in all public high schools in the State.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $                , or
 
17 so much thereof as may be necessary, for fiscal year 2000 to
 
18 2001, to fund existing drug abuse prevention and treatment
 
19 programs in all public high schools in the State and to create
 
20 new and effective programs in schools that do not currently house
 
21 such programs.  The sum appropriated shall be expended by the

 1      SECTION 3.  This Act shall take effect on July 1, 2000.
