                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR LITTER CONTROL AND BEAUTIFICATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  A beautiful, clean Hawaii is of major importance
 
 2 in the overall economic revitalization and sustainability of the
 
 3 State.  In 1995, a survey of the State measured it as seventy-
 
 4 five per cent litter-free.  Unfortunately, in that year the state
 
 5 office of litter control was abolished, and litter and illegal
 
 6 dumping prevention and clean-up efforts have been slipping ever
 
 7 since.  There is a significant need to fund a coordinated
 
 8 statewide leadership agency that has as its mission establishing
 
 9 public attitude changes necessary to clean up litter and provide
 
10 beautification guidelines and solid waste initiatives in Hawaii.
 
11      The Community Work Day Program (Program)is a seventeen-year-
 
12 old tax exempt, nonprofit agency dedicated to environmental
 
13 preservation, beautification, and education and is a partnership
 
14 between the government, business, and community sectors.  The
 
15 Program serves as the statewide head of the Keep Hawaii Beautiful
 
16 network of affiliates in Hawaii.  It coordinates over five
 
17 thousand volunteers on Maui and twenty thousand throughout the
 
18 State, making it the largest grass roots volunteer community
 
19 project.

 1      The purpose of this Act is to strengthen the statewide
 
 2 litter control and beautification campaign by providing needed
 
 3 funds to each island's Keep America Beautiful affiliates.  The
 
 4 affiliates will use the funds to promote and coordinate projects
 
 5 throughout the State and work with the private sector for the
 
 6 long-range implementation of the Keep America Beautiful system in
 
 7 Hawaii.
 
 8      SECTION 2.  There is appropriated out of the general
 
 9 revenues of the State of Hawaii the sum of $300,000 or so much
 
10 thereof as may be necessary for fiscal year 2000-2001 to carry
 
11 out the purposes of this Act.
 
12      The sum appropriated shall be expended by the department of
 
13 health for the purposes of this Act.
 
14      SECTION 3.  This Act shall take effect on July 1, 2000.
