                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE HAWAIIAN STUDIES PROGRAM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Hawaiian studies program in the state public
 
 2 school system is the result of the 1978 constitutional mandate
 
 3 under Article X, section 4, requiring the State to promote the
 
 4 study of the Hawaiian culture, history, and language by providing
 
 5 a Hawaiian education program and using community experience as a
 
 6 suitable and essential means in furtherance of this program.  The
 
 7 program had resource teachers at one time, but those positions
 
 8 were terminated.
 
 9      The purpose of this Act is to fulfill the requirements of
 
10 the constitutional mandate by providing funds for the Hawaiian
 
11 studies program, including a resource teacher for each school
 
12 district and a supervisor to lead and coordinate the resource
 
13 teachers.  The office of Hawaiian affairs is to provide support
 
14 services.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $2 or so much thereof
 
17 as may be necessary for fiscal year 2000-2001 to hire one
 
18 resource teacher for each public school district in the State and
 
19 a supervisor to lead and coordinate the activities of the

 1 resource teachers.  The supervisor shall be located at the
 
 2 department of education.
 
 3      SECTION 3.  The sum appropriated shall be expended by the
 
 4 department of education for the purposes of this Act.
 
 5      SECTION 4.  This Act shall take effect on July 1, 2000.
