Children's Cabinet

Establishes a Children's Cabinet to address all issues relating
to children's need and services.

                   A  BILL  FOR  AN  ACT



 1      SECTION 1.  (a)  There is established a children's cabinet
 2 within the office of the governor.
 3      (b)  The children's cabinet shall be composed of:
 4      (1)  The governor's special assistant for children, youth,
 5           and families;
 6      (2)  The director of the department of health or the
 7           designated representative;
 8      (3)  The director of the department of human services or the
 9           designated representative;
10      (4)  The director of the department of education or the
11           designated representative;
12      (5)  The director of the department of labor and industrial
13           relations or the designated representative;
14      (6)  The attorney general or the designated representative;
15      (7)  The director of the office of youth services or the
16           designated representative;
17      (8)  The senior judge of the family court of the first
18           circuit or the designated representative; and
19      (9)  The chairperson of the board of regents, University of
20           Hawaii, or the designated representative.

 1      SECTION 2.  The children's cabinet shall:
 2      (a)  Meet at least monthly to address all issues, especially
 3           those that cross departmental lines, and relate to
 4           children's needs and services;
 5      (b)  Review, amend, and propose all interagency agreements
 6           necessary to provide coordinated services to children;
 7      (c)  Submit an annual comprehensive children's budget to the
 8           legislature no later than 20 days prior to the
 9           convening of each legislative session;
10      (d)  Submit a comprehensive, five-year statewide plan and
11           proposed budget for an integrated state child service
12           system; and
13      (e)  Report on its activities at least three times per year
14           to the legislature.
15      SECTION 3.  The office of the governor shall provide staff
16 support to the children's cabinet in preparing the integrated
17 state child service system plan as required by this chapter.  All
18 departments represented on the children's cabinet shall cooperate
19 with the office of the governor to facilitate the purposes of
20 this chapter.
21      SECTION 4.  This Act shall take effect upon its approval,
22 and shall be repealed on June 30, 2004.
