Appropriates funds for miconia eradication in the counties of
Hawaii, Kalawao, Kauai, and Maui and the city and county of
Honolulu; provided it shall be a cooperative effort of the
department of agriculture and the department of land and natural

                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR MICONIA ERADICATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that miconia calvescens
 
 2 (miconia) is an invasive weed that is threatening the State's
 
 3 native forests, watersheds, and agriculture industry.  In fact,
 
 4 more native species have been eliminated in the State than
 
 5 anywhere else in the United States due to the harm and
 
 6 destruction of nonnative pest species as the miconia.
 
 7      Currently, there are ongoing efforts to prevent miconia from
 
 8 encroaching into new areas.  The legislature recognizes that
 
 9 prevention efforts must continue before the miconia increases to
 
10 epidemic proportions and before control costs become prohibitive
 
11 and unfeasible.
 
12      The purpose of this Act is to appropriate funds for miconia
 
13 eradication in the counties of Hawaii, Kalawao, Kauai, and Maui
 
14 and the city and county of Honolulu.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $500,000 or so much
 
17 thereof as may be necessary for fiscal year 2000-2001 for miconia
 
18 eradication in the counties of Hawaii, Kalawao, Kauai, and Maui
 
19 and the city and county of Honolulu; provided that it shall be a

 1 cooperative effort of the department of agriculture and the
 
 2 department of land and natural resources.
 
 3      The sum appropriated shall be expended by the department of
 
 4 land and natural resources for the purposes of this Act.
 
 5      SECTION 3.  This Act shall take effect on July 1, 2000.
