                   A  BILL  FOR  AN  ACT

RELATING TO PLAYGROUNDS IN SCHOOLS.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The director of finance is authorized to issue
 
 2 general obligation bonds in the amount of $1 or so much thereof
 
 3 as may be necessary and the same sum or so much thereof as may be
 
 4 necessary is appropriated for fiscal year 2000-2001 for the
 
 5 renovation of playgrounds in schools to ensure compliance with
 
 6 the following guidelines:
 
 7      (1)  The United States Consumer Product Safety Commission
 
 8           (guidelines for public playgrounds);
 
 9      (2)  The American Society for Testing and Materials
 
10           (bulletin F-14 87-99); and
 
11      (3)  The Americans with Disabilities Act (accessibility
 
12           guidelines).
 
13      Moneys appropriated for the purpose of this section shall be
 
14 used for the planning, design, and establishment of approval
 
15 standards for equipment, and for the development of a process for
 
16 schools to ensure compliance with the applicable guidelines and
 
17 to facilitate annual bulk purchases of such equipment; provided
 
18 that any such appropriations shall be allocated only according to
 
19 the school master plan for playground areas as approved by the
 
20 department of education.

 1      SECTION 2.  The appropriations made for the capital
 
 2 improvement project authorized in this Act shall not lapse at the
 
 3 end of the fiscal year for which the appropriation is made;
 
 4 provided that all appropriations that are unencumbered as of June
 
 5 30, 2002, shall lapse as of that date.
 
 6      The sum appropriated shall be expended by the department of
 
 7 accounting and general services for the purposes of this Act.
 
 8      SECTION 3.  This Act shall take effect on July 1, 2000.
