REPORT TITLE:
Technology Infrastructure


DESCRIPTION:
Requires that, beginning 7/1/99, at least $5,000,000 be
appropriated and expended from the state educational facilities
improvement special fund each fiscal year until all public
schools are provided with the necessary technology
infrastructure.  Defines "technology infrastructure" to include
computer products and facilities needed to utilize modern data,
voice, and video technology.  Additionally, earmarks interest
income from the fund to be used solely to purchase technology

                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION.
 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 36-32, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "�36-32  State educational facilities improvement special
 
 4 fund.(a)  There is created in the treasury of the State the
 
 5 state educational facilities improvement special fund, into which
 
 6 shall be deposited a portion of all general excise tax revenues
 
 7 collected by the department of taxation under section 237-31.
 
 8 The special fund shall be used solely to plan, design, acquire
 
 9 lands for, and [to] construct public school facilities; and to
 
10 provide equipment and technology infrastructure to improve public
 
11 schools and other facilities under the jurisdiction of the
 
12 department of education, except public libraries.  In addition,
 
13 activities of the department of education intended to eliminate
 
14 the gap between the facility needs of schools and available
 
15 resources shall be eligible for funding from the special fund.
 
16 Expenditures from the special fund shall be limited to projects
 
17 authorized by the legislature and shall be subject to sections
 
18 37-31, and 37-33 through 37-40.  Appropriations or authorizations
 
19 from the special fund shall be expended by the comptroller.

 1      (b)  The department of accounting and general services shall
 
 2 submit an annual report to the legislature, which shall include a
 
 3 financial statement of the special fund and the status of
 
 4 projects undertaken pursuant to this section, no later than
 
 5 twenty days prior to the convening of each regular session.
 
 6      (c)  Beginning July 1, 1999, and continuing until all public
 
 7 schools are provided with the necessary technology
 
 8 infrastructure, no less than $5,000,000 shall be appropriated and
 
 9 expended from the special fund each fiscal year to provide all
 
10 public schools with the necessary technology infrastructure.
 
11 Additionally, all interest income earned or accrued on moneys
 
12 deposited into the fund shall become a part of the fund and be
 
13 used solely to purchase technology infrastructure.
 
14      (d)  For the purposes of this section, the term "technology
 
15 infrastructure" includes computer products and facilities needed
 
16 to utilize modern data, voice, and video technology."
 
17      SECTION 2.  Statutory material to be repealed is bracketed.
 
18 New statutory material is underscored.
 
19      SECTION 3.  This Act shall take effect on July 1, 1999.
