                   A  BILL  FOR  AN  ACT

RELATING TO AGRICULTURE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Hawaii's agricultural and processed food
 
 2 products are known worldwide for their high quality and unique
 
 3 characteristics exuding an image of significant market value.
 
 4 Hawaii's diversified agriculture products such as coffee, beef,
 
 5 macadamia nuts, exotic cut-flowers, tropical fruits, fresh
 
 6 vegetables, and aquaculture products form the basis for a genuine
 
 7 gourmet market. 
 
 8      A well-established network for the distribution of products
 
 9 is key to the successful penetration of the mainland United
 
10 States market.  This network would include warehouse and cooling
 
11 facilities in strategically located states.  Most diversified
 
12 agricultural producers are small to mid-size business operations
 
13 that do not have the resources to create such a network.  Some
 
14 state assistance is necessary to help these producers establish
 
15 this network. 
 
16      The purpose of this Act is to provide funds for the
 
17 department of agriculture to conduct research to determine
 
18 appropriate sites for distribution centers in three strategically
 
19 located mainland states; to rent appropriate warehouse facilities

 1 at each of the sites, including a cooling facility for perishable
 
 2 products; and to make these sites available for use by
 
 3 agricultural producers from Hawaii for the promotion and sale of
 
 4 their agricultural products.
 
 5      SECTION 2.  There is appropriated out of the general
 
 6 revenues of the State of Hawaii the sum of $          , or so
 
 7 much thereof as may be necessary for fiscal year 1999-2000, to
 
 8 develop appropriate sites for distribution centers and to rent
 
 9 warehouse and cooling facilities in three strategically located
 
10 states, as determined appropriate, to store, sell, and promote
 
11 Hawaii agricultural products, as defined in section 421-1, Hawaii
 
12 Revised Statutes.
 
13      SECTION 3.  The sum appropriated shall be expended by the
 
14 department of agriculture for the purposes of this Act.
 
15      SECTION 4.  This Act shall take effect on July 1, 1999.
