                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that in order to stimulate
 
 2 long-term economic growth, Hawaii must expand and diversify its
 
 3 economic base.  Those economic development initiatives that are
 
 4 related to the information age and education are particularly
 
 5 attractive because they are less likely to compromise Hawaii's
 
 6 cultural and environmental resources.  
 
 7      Many nations of the Pacific and Asian continent look to
 
 8 Hawaii as a source of training and higher education.  Building on
 
 9 the knowledge and expertise in Hawaii, the State can develop an
 
10 education industry, which includes offering training courses and
 
11 degrees in English and other languages, offering English language
 
12 training, and developing quality primary and secondary education
 
13 materials, text books, and curricula.
 
14      The purpose of this Act is to establish a task force to make
 
15 recommendations to the governor and the legislature on the best
 
16 means to develop an education industry in Hawaii that utilizes
 
17 existing human and institutional resources as well as attracts
 
18 high quality educational enterprises to the State in a manner
 
19 which provides future employment and economic benefits to the
 
20 residents of Hawaii.

 1      SECTION 2.  There is established an advisory task force on
 
 2 education as an industry within the department of business,
 
 3 economic development, and tourism for administrative purposes.
 
 4 The task force shall make recommendations to the governor and the
 
 5 legislature on the best means to develop an education industry in
 
 6 Hawaii which utilizes existing human and institutional resources
 
 7 as well as attracts high quality educational enterprises to the
 
 8 State in a manner that will provide future employment and
 
 9 economic benefits to the residents of Hawaii.
 
10      SECTION 3.  The membership of the task force shall consist
 
11 of:
 
12      (1)  One representative appointed by the governor who shall
 
13           serve as chairperson of the task force;
 
14      (2)  The chairperson of the committee on higher education of
 
15           the house of representatives;
 
16      (3)  The chairperson of the committee on education and
 
17           technology of the senate;
 
18      (4)  A representative appointed by the president of the
 
19           University of Hawaii; 
 
20      (5)  A teacher appointed by the governor;
 
21      (6)  A representative appointed by the superintendent of
 
22           education;
 
23      (7)  A representative appointed by the president of the
 
24           east-west center; and

 1      (8)  A representative of each of the following institutions:
 
 2           Brigham Young University Hawaii, Chaminade University,
 
 3           Hawaii Pacific University, the Japanese American
 
 4           Management Association, Tokai University, and the
 
 5           University of Phoenix.
 
 6      SECTION 4. The task force on education shall submit a final
 
 7 report of its findings and recommendations to the governor and
 
 8 the legislature no later than twenty days prior to the convening
 
 9 of the regular session of 2000.
 
10      SECTION 5.  This Act shall take effect upon its approval,
 
11 and shall be repealed on June 30, 2000.
