                     A BILL FOR AN ACT

MAKING APPROPRIATIONS FOR DETECTION OF ALIEN PEST SPECIES AT THE
   STATE'S PORTS OF ENTRY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:


 1      SECTION 1.  The legislature finds that alien pest species
 
 2 pose a major threat to the eco-systems of the State of Hawaii,
 
 3 and that these alien pest species have numerous negative economic
 
 4 and environmental impacts on the State.  The legislature believes
 
 5 that zero-tolerance should be the active goal regarding
 
 6 introduction of these pest species into the State.  The
 
 7 legislature finds that approximately twenty new damaging flora
 
 8 and fauna species are introduced into the State each year.  The
 
 9 legislature additionally finds that the state department of
 
10 agriculture, though charged with the tasks of inspecting baggage
 
11 and passengers arriving at the State's airports and of inspecting
 
12 cargo arriving at the State's air terminals and harbors, does not
 
13 have adequate plans, manpower, or equipment to fully mitigate the
 
14 introduction of alien species in our State.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $          , or so
 
17 much thereof as may be necessary for fiscal year 1999-2000, for
 
18 the department of agriculture to hire additional inspectors for
 
19 inspection stations at the State's ports of entry.

 1      SECTION 3.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $          , or so
 
 3 much thereof as may be necessary for fiscal year 1999-2000, to
 
 4 purchase x-ray machines and other inspection equipment to be
 
 5 installed at the State's ports of entry.
 
 6      SECTION 4.  The sums appropriated shall be expended by the
 
 7 department of agriculture for the purposes of this Act.
 
 8      SECTION 5.  The department of agriculture shall adopt rules
 
 9 to implement plans that promote zero-tolerance of unwanted or
 
10 damaging alien pest species entering the State.
 
11      SECTION 6.  This Act shall take effect on July 1, 1999.
