                     A BILL FOR AN ACT

MAKING AN APPROPRIATION FOR THE HANALEI HERITAGE RIVER OFFICE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  In 1997, President Clinton established the
 
 2 American Heritage River initiative.  The purpose of this
 
 3 initiative was to support community-based efforts to restore and
 
 4 protect the environmental, economic, cultural, and historic
 
 5 values of the nation's rivers.  Under this program, special
 
 6 recognition is given to outstanding stretches of rivers by
 
 7 selecting them to be "American Heritage Rivers."  Designated
 
 8 rivers will receive federal assistance in the form of refocused
 
 9 programs, grants, and technical assistance from existing federal
 
10 resources.
 
11      Communities throughout the nation submitted 126 nominations.
 
12 In the end, the Hanalei River on Kauai was one of only 14 rivers
 
13 to be designated as an "American Heritage River."  Following this
 
14 selection, federal agencies will work with the communities of the
 
15 designated rivers to formulate comprehensive strategies to
 
16 implement their plans of action.  A key component in the Hanalei
 
17 community's plan is to establish the Hanalei Heritage River
 
18 Office.

 1      The purpose of this Act is to appropriate funds to help
 
 2 establish the Hanalei Heritage River Office in Hanalei.  This
 
 3 appropriation will leverage additional federal moneys to be made
 
 4 available to further restore and protect the Hanalei River.
 
 5      SECTION 2.  There is appropriated out of the general
 
 6 revenues of the State of Hawaii the sum of $30,000 or so much
 
 7 thereof as may be necessary for fiscal year 1999-2000 for the
 
 8 establishment of the Hanalei Heritage River Office in Hanalei,
 
 9 Kauai.
 
10      SECTION 3.  The sum appropriated shall be expended by the
 
11 department of land and natural resources for the purposes of this
 
12 Act.
 
13      SECTION 4.  This Act shall take effect on July 1, 1999.
