                     HOUSE  CONCURRENT
                        RESOLUTION


REQUESTING THE DEVELOPMENT OF A PROPOSED COMPENSATION SCHEDULE
   FOR HIGH SCHOOL COACHES.



 1       WHEREAS, coaches of high school sports teams provide
 2   extremely important guidance and support to students that
 3   cannot be provided in a classroom setting; and
 4   
 5       WHEREAS, according to the Department of Education (DOE), in
 6   most situations, coaches are not compensated adequately; and
 7   
 8       WHEREAS, in years past, coaches with teaching degrees were
 9   in the majority, but today, coaches who are certified teachers
10   are in the minority due to the low compensation rate; and
11   
12       WHEREAS, one plan to raise the compensation rate of coaches
13   is to tie coaches' salaries to the teachers' collective
14   bargaining agreement, under which an additional $6,000,000 to
15   $8,000,000 per year would be needed, and coaches who are not
16   certified teachers would be compensated at the same rate as
17   coaches who are certified teachers; and
18   
19       WHEREAS, another plan is to establish a compensation
20   schedule that differentiates between coaches who are certified
21   teachers and coaches who are not certified teachers; and
22   
23       WHEREAS, other plans to fairly and equitably address the
24   problem of low coaches' compensation should be generated and
25   considered; now, therefore,
26   
27       BE IT RESOLVED by the House of Representatives of the
28   Twentieth Legislature of the State of Hawaii, Regular Session
29   of 2000, the Senate concurring, that the DOE, in conjunction
30   with the Athletic Directors and Coaches Association and the
31   Hawaii State Teachers Association, is requested to develop a
32   proposed compensation schedule for high school coaches; and

 1       BE IT FURTHER RESOLVED that the DOE is requested to submit
 2   the proposed compensation schedule for high school coaches to
 3   the Legislature no later than twenty days prior to the
 4   convening of the Regular Session of 2001; and
 5   
 6       BE IT FURTHER RESOLVED that certified copies of this
 7   Concurrent Resolution be transmitted to the Chairperson of the
 8   Board of Education, the Superintendent of Education, and the
 9   Presidents of the Athletic Directors and Coaches Association
10   and the Hawaii State Teachers Association.
