                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT TO
    DEVELOP A COMPREHENSIVE EXECUTIVE SALARY PLAN TO ADDRESS
    SALARY DISCREPANCIES IN THE ADMINISTRATION.



 1        WHEREAS, executive salaries for department directors and
 2   deputy directors and other state agency heads are set by
 3   statute and can only and are rarely changed by the legislature;
 4   and
 5   
 6        WHEREAS, salaries for non-executive state positions are
 7   determined by collective bargaining and have no relationship to
 8   executive salaries set by statute; and
 9   
10        WHEREAS, it is not uncommon for state executives with
11   concomitant responsibilities and duties to be paid less than
12   their subordinates who are directly or indirectly under their
13   supervision; and
14   
15        WHEREAS, this salary disparity is not only unfair, but
16   ignores the sacrifices made by many state executives who left
17   higher paying positions in the private sector to serve the
18   public; and
19   
20        WHEREAS, the salary disparity serves as a disincentive and
21   discourages talented and qualified subordinates from assuming
22   lesser paying executive positions; now, therefore,
23   
24        BE IT RESOLVED by the House of Representatives of the
25   Twentieth Legislature of the State of Hawaii, Regular Session
26   of 2000, the Senate concurring, that the Department of Human
27   Resources Development is requested to develop a comprehensive
28   executive salary plan to address salary discrepancies in the
29   administration; and
30   
31        BE IT FURTHER RESOLVED that the Department of Human
32   Resources Development is requested to report its findings and
33   recommendations to the Legislature twenty days prior to the
34   convening of the Regular Session of 2001; and

 2        BE IT FURTHER RESOLVED that a certified copy of this
 3   Concurrent Resolution be transmitted to the Director of Human
 4   Resources Development.
