                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING THE DEPARTMENT OF HUMAN SERVICES TO CONSIDER EXPANDING
   CASE MANAGEMENT SERVICES FOR THE NURSING HOME WITHOUT WALLS
   PROGRAM.



 1       WHEREAS, the State has an increasingly large aging
 2   population, many of them who are unable to live independently
 3   and require intermediate care facility or skilled nursing
 4   facility levels of care; and
 5   
 6       WHEREAS, many in this population choose to remain in their
 7   own homes to receive this nursing care; and
 8   
 9       WHEREAS, the State's home- and community-based services
10   waiver programs have been especially helpful for families, the
11   largest group of caregivers, who find difficulty in maintaining
12   their supportive roles due to aging caretaking parents or the
13   need for more than one family member to work; and
14   
15       WHEREAS, these programs prevent or delay institutionalism
16   for the elderly and persons with disabilities; and
17   
18       WHEREAS, Nursing Home Without Walls (NHWW), a Department of
19   Human Services (DHS) Medicaid Waiver Program, meets this need
20   by providing case management and in-home supplemental services
21   as an alternative to institutionalized care to Medicaid-
22   eligible individuals; and
23   
24       WHEREAS, NHWW served 639 individuals in FY 1999, twenty-six
25   percent more individuals than in FY 1998, and met its goal for
26   the number of unduplicated clients served; and
27   
28       WHEREAS, rural and remote areas are notoriously difficult
29   to serve and residents in these areas must often wait for
30   service delivery; now, therefore,
31   
32       BE IT RESOLVED by the House of Representatives of the
33   Twentieth Legislature of the State of Hawaii, Regular Session
34   of 2000, the Senate concurring, that DHS consider expanding
35   case management services for the NHWW program; and

 1       BE IT FURTHER RESOLVED that DHS is requested to:
 2   
 3       (1)  Assess underserved communities on each island; and
 4   
 5       (2)  Consider using cost effective alternatives in rural
 6            and remote areas of the State;
 7   
 8   and
 9   
10       BE IT FURTHER RESOLVED that DHS submit a report of the
11   actions taken pursuant to this request to the Legislature no
12   later than twenty days before the convening of the Regular
13   Session of 2001; and
14   
15       BE IT FURTHER RESOLVED that a certified copy of this
16   Concurrent Resolution be transmitted to the Director of Human
17   Services.
