                     HOUSE  RESOLUTION
                        RESOLUTION

REQUESTING THE UNITED STATES NAVY TO INCREASE THE WORKLOAD AND
   EMPLOYMENT AT PEARL HARBOR NAVAL SHIPYARD AND TO PROVIDE A
   BRIEFING ON THE FUTURE WORKLOAD PLANS FOR PEARL HARBOR NAVAL
   SHIPYARD.



 1       WHEREAS, Pearl Harbor Naval Shipyard's (Shipyard) strategic
 2   location in the Pacific Ocean makes it vital to national
 3   security interests; and 
 4   
 5       WHEREAS, historically, the Shipyard has played an important
 6   role in United States (U.S.) naval operations in the Pacific;
 7   and 
 8   
 9       WHEREAS, the location of the Shipyard in Hawaii provides
10   Naval employees with a high level of quality of life; and 
11   
12       WHEREAS, the Shipyard is the largest industrial employer in
13   Hawaii; and 
14   
15       WHEREAS, the Shipyard provides trade and skills training
16   for the youth of Hawaii through an apprenticeship training
17   program in partnership with the University of Hawaii; and 
18   
19       WHEREAS, over the last decade, operations at the Shipyard
20   have been reduced drastically, as the number of ships and
21   submarines homeported there has dropped from 41 in 1989 to only
22   31 today; and 
23   
24       WHEREAS, the Shipyard's workforce has been reduced by
25   fifty-eight percent since 1989, from 6,900 employees to 3,200
26   employees; and 
27   
28       WHEREAS, the Shipyard has an employment list of one
29   thousand qualified local applicants; and 
30   
31       WHEREAS, it is mutually advantageous for the U.S. Navy and
32   the State of Hawaii to pursue increasing the workload of the
33   shipyard; now, therefore,

 1       BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 2000, the Senate concurring, that this body hereby urges the
 4   United States Navy to increase the workload and employment in
 5   Pearl Harbor Naval Shipyard to utilize the full capacity of the
 6   Hawaiian ship repair industry; and
 7   
 8       BE IT FURTHER RESOLVED that this body hereby urges the
 9   United States Navy to brief this body and the community
10   business leaders on the future workload plans for Pearl Harbor
11   Naval Shipyard; and
12   
13       BE IT FURTHER RESOLVED that a report of any action taken by
14   the United States Navy and this body to address this issue be
15   part of the legislative record for the Regular Session of 2000;
16   and
17   
18       BE IT FURTHER RESOLVED that certified copies of this
19   Concurrent Resolution be transmitted to the United States Navy
20   through the chain of command up to the Chief of Naval
21   Operations, the Secretary of the Navy, the Secretary of
22   Defense, the Hawaii Congressional Delegates, the Governor of
23   the State of Hawaii, and the President and Vice President of
24   the United States.
