                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING AN INVESTIGATION INTO THE ACQUISITION OF NO. 1 CAPITOL
   DISTRICT BY THE STATE.



 1       WHEREAS, several State agencies lease commercial space in
 2   the downtown Honolulu area; and
 3   
 4       WHEREAS, it is important that these State agencies maintain
 5   offices in close proximity to the State Capitol; and
 6   
 7       WHEREAS, it will serve the long-term needs of the State to
 8   purchase rather than lease office space for public purposes
 9   when deemed economically prudent; and 
10   
11       WHEREAS, the highest priority should be given to property
12   adjacent to real estate currently owned by the State and used
13   as government office space; and 
14   
15       WHEREAS, No. 1 Capitol District, consisting of an office
16   building with approximately 125,000 square feet of leasable
17   space on approximately two acres of land, and situated at 250
18   South Hotel Street, is leased largely to State agencies; and 
19   
20       WHEREAS, No. 1 Capitol District is adjacent to the State
21   Capitol, and lies within the State Capitol District as defined
22   in the Land Use Ordinance of the City and County of Honolulu;
23   and 
24   
25       WHEREAS, the acquisition of No. 1 Capitol District for the
26   long-term use of the Legislature and other State agencies
27   serves a clear public purpose; now, therefore, 
28   
29       BE IT RESOLVED by the House of Representatives of the
30   Twentieth Legislature of the State of Hawaii, Regular Session
31   of 2000, the Senate concurring, that the Department of
32   Accounting and General Services is requested to determine the
33   feasibility of acquiring No. 1 Capitol District; and
34   
35       BE IT FURTHER RESOLVED that in the event that its
36   acquisition is deemed feasible and a purchase cannot be
37   negotiated, it is requested that the exercise of eminent domain

 1   be considered as the means to acquire No. 1 Capitol District or
 2   other downtown Honolulu office space during the 2001
 3   legislative session; and 
 4   
 5       BE IT FURTHER RESOLVED that the State Comptroller submit a
 6   progress report to the Legislature on its efforts to acquire
 7   No. 1 Capitol District no later than twenty days prior to the
 8   convening of the Regular Session of 2002; and
 9   
10       BE IT FURTHER RESOLVED that a certified copy of this
11   Concurrent Resolution be transmitted to the State Comptroller.
