                     HOUSE  CONCURRENT
                        RESOLUTION

REQUESTING THAT PLANS BE DEVELOPED TO CONVERT THE QUEEN
   LILIUOKALANI BUILDING INTO THE NEW HOME OF THE JOHN A. BURNS
   SCHOOL OF MEDICINE AND TO RENOVATE THE KINAU HALE BUILDING. 



 1       WHEREAS, the John A. Burns School of Medicine (Medical
 2   School) is working to improve the quality, effectiveness, and
 3   equity of health care delivery in Hawaii and the Pacific
 4   region; and  
 5   
 6       WHEREAS, the Medical School continues to concentrate on
 7   training physicians, promoting wellness, providing care for the
 8   sick, and advancing medical and biomedical research; and
 9   
10       WHEREAS, a strong medical research program at the Medical
11   School will improve its academic background, attract federal
12   research grants, and strengthen medical care in the community;
13   and
14   
15       WHEREAS, the Medical School maintains affiliations with
16   community hospitals and medical facilities on Oahu for medical
17   student and resident training; and
18   
19       WHEREAS, the network of partnerships between the Medical
20   School and these community hospitals and medical facilities has
21   created synergies of growth that have made health care delivery
22   in Hawaii a model for the nation; and
23   
24       WHEREAS, in the decades ahead, the Medical School will play
25   a pivotal role in incorporating and facilitating rapid advances
26   in science, medicine, and technology, and implementing such
27   advances into the hospital and medical facilities setting; and
28   
29       WHEREAS, locating the Medical School in a more convenient
30   location in close proximity to other medical facilities would
31   enhance its abilities to expand and grow to meet the future
32   needs of the community; and
33   
34       WHEREAS, the Queen's Medical Center (QMC) is located in
35   downtown Honolulu and is the largest private hospital in the
36   State; and

 1       WHEREAS, QMC is committed to hospital-sponsored education
 2   and research and provides resident training in partnership with
 3   the Medical School; and
 4   
 5       WHEREAS, relocating the Medical School to the Queen
 6   Liliuokalani Building at 1390 Miller Street, Honolulu, Hawaii,
 7   would place the Medical School in close proximity to QMC and at
 8   the hub of other private medical facilities, which will make
 9   the Medical School more attractive for recruiting permanent and
10   guest faculty for the Medical School's programs and be a more
11   convenient location for students participating in medical
12   internships; and
13   
14       WHEREAS, having the Medical School located close to
15   downtown hospitals, such as QMC, will be an important factor in
16   the Medical School's ability to recruit top medical
17   researchers, who will enable the Medical School to obtain
18   federal research grants to assist the University of Hawaii; 
19   now, therefore,
20   
21       BE IT RESOLVED by the House of Representatives of the
22   Twentieth Legislature of the State of Hawaii, Regular Session
23   of 2000, the Senate concurring, that the Governor of the State
24   of Hawaii and the Department of Accounting and General Services
25   (DAGS) are requested to develop a plan for: 
26   
27       (1)  The conversion of Queen Liliuokalani Building into the
28            new home for the Medical School to encourage
29            community-academic partnerships; and 
30   
31       (2)  The renovation of Kinau Hale Building at 1250
32            Punchbowl Street, Honolulu, Hawaii, to accommodate the
33            relocation of the Department of Education and the
34            Department of Human Services from the Queen
35            Liliuokalani Building, to better utilize government
36            facilities and functions;
37   
38   and
39   
40       BE IT FURTHER RESOLVED that the Governor and DAGS are
41   requested to submit to the Legislature no later than twenty
42   days prior to the convening of the Regular Session of 2001,
43   their plans regarding the conversion of the Queen Liliuokalani
44   Building and the renovation of Kinau Hale Building; and

 1       BE IT FURTHER RESOLVED that certified copies of this
 2   Concurrent Resolution be transmitted to the Governor, the
 3   Comptroller, the Superintendent of Education, the Director of
 4   Human Services, the Director of Health, the Dean of the John A.
 5   Burns School of Medicine, and the President of the University
 6   of Hawaii.
