                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS TO
    EXAMINE WAYS TO INCREASE THE NUMBER OF LICENSED
    PSYCHOLOGISTS IN HAWAII.



 1        WHEREAS, Hawaii needs more licensed psychologists to serve
 2   Hawaii's adult and child populations; and
 3   
 4        WHEREAS, this dire need for increasing the number of
 5   qualified, licensed psychologists is partly the result of the
 6   requirement to provide every child in Hawaii an appropriate
 7   public education as provided by the Felix court decree and the
 8   result of clients being released from the Hawaii State
 9   Hospital; and
10   
11        WHEREAS,  Hawaii's child and adolescent service system
12   principles promote child-centered and culturally sensitive care
13   that considers the needs of the child and family by addressing
14   the child's physical, emotional, educational, recreational, and
15   developmental needs within the community; and
16   
17        WHEREAS, early identification of social, emotional,
18   physical and educational needs enhances the likelihood of
19   successful early interventions and lessens the need for more
20   intensive and restrictive services; and
21   
22        WHEREAS, by assuring that the maximum number of eligible
23   psychologists become licensed, the Legislature believes more
24   children and adults can return to successful emotional and
25   physical well-being more quickly; and
26   
27        WHEREAS, a greater emphasis on community practice in the
28   field of psychology rather than research is currently needed to
29   meet Hawaii's urgent need for more psychologists; now,
30   therefore,
31   
32        BE IT RESOLVED by the House of Representatives of the
33   Twentieth Legislature of the State of Hawaii, Regular Session
34   of 2000, the Senate concurring, that the Department of Commerce
35   and Consumer Affairs is requested to review and evaluate the

 1   licensing requirements for psychologists with a view towards
 2   increasing the number of licensed psychologists; and
 3   
 4        BE IT FURTHER RESOLVED that the Department of Commerce and
 5   Consumer Affairs is requested to collaborate in its inquiry
 6   with the Department of Health, Department of Education, and the
 7   University of Hawaii and private providers of behavioral health
 8   services in the community to properly assess the communities'
 9   needs in this area; and 
10   
11        BE IT FURTHER RESOLVED that the Department of Commerce and
12   Consumer Affairs is requested to report its findings and
13   recommendations to the Legislature no later than twenty days
14   before the convening of the Regular Session of 2001; and 
15   
16        BE IT FURTHER RESOLVED that certified copies of this
17   Concurrent Resolution be transmitted to the Director of
18   Commerce and Consumer Affairs, the Superintendent of Education,
19   the President of the University of Hawaii, and the Director of
20   Health, who in turn is requested to transmit copies to
21   interested community behavioral health service groups.
