                     HOUSE  CONCURRENT
                        RESOLUTION

 
REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO STUDY
   THE FEASIBILITY OF DEVELOPING SEVEN FALLS AND ADJOINING
   AREAS INTO A TOURIST ATTRACTION.


 1       WHEREAS, Hawaii's economy is based largely on tourism and
 2 our prosperity as a State hinges on our success to attract
 3 visitors to our islands; and
 4 
 5       WHEREAS, secluded in the Hakalau area, Seven Falls is a
 6 seven tier falls virtually untouched and its prestine waters and
 7 natural all around beauty make it a perfect example of why Hawaii
 8 has become known around the world as, "paradise"; and
 9 
10       WHEREAS, in comparison, Akaka Falls Park which is located
11 within the Hilo District has been developed and promoted as a
12 tourist attraction for many years and hosts approximately 800,000
13 visitors a year; and
14 
15       WHEREAS, the develoment of Seven Falls could offer economic
16 benefits similar to those enjoyed by businesses located near
17 Akaka Falls as well as provide a recreational, educational,
18 social, and cultural experience for residents and visitors of all
19 ages; now, therefore,
20 
21       BE IT RESOLVED by the House of Representatives of the
22 Twentieth Legislature of the State of Hawaii, Regular Session of
23 2000, the Senate concurring, that the Department of Land and
24 Natural Resources (DLNR), is requested to conduct a feasibility
25 study on developing Seven Falls and adjoining areas into a
26 tourist attraction; and
27 
28       BE IT FURTHER RESOLVED that in conducting the study, DLNR
29 is requested to:
30 
31       (1)  Assess the natural and cultural resources, and
32            recreational/scenic value of the Seven Falls area;
33 
34       (2)  Assess the resource as a potential visitor attraction,
35            similar to Akaka Falls, also located on Kolekole
36            Stream at a higher elevation;

 1       (3)  Assess access, topography, and the area required for
 2            development of park support facilities such as
 3            parking, trails, viewpoints, shelters, comfort
 4            stations, picnic tables, interpretive signs, and
 5            landscaping;
 6 
 7       (4)  Assess land acquisition, park planning and development
 8            costs, including park management and maintenance
 9            costs; and
10 
11       (5)  Explore various alternatives for acquisition and/or
12            use of the private property including acquisition in
13            whole or part, land exchange, donation, and/or
14            possible cooperative agreements for the use of
15            property;
16 
17 and
18 
19       BE IT FURTHER RESOLVED that DLNR submit a report of its
20 findings and any recommendations for proposed legislation, to the
21 Legislature no later than twenty days prior to the convening of
22 the Regular Session of 2001; and
23 
24       BE IT FURTHER RESOLVED that certified copies of this
25 Concurrent Resolution be transmitted to the Chairperson of the
26 Board of Land and Natural Resources.
