                     HOUSE  CONCURRENT
                        RESOLUTION
  SUPPORTING THE HAWAII PSYCHIATRIC MEDICAL ASSOCIATION'S
    INTEREST IN HAVING A FUTURE ANNUAL MEETING OF THE AMERICAN
    PSYCHIATRIC ASSOCIATION IN HAWAII.



 1        WHEREAS, the American Psychiatric Association is an
 2   organization of 40,000 medical doctors in the United States and
 3   Canada specializing in the practice of psychiatry and the
 4   diagnosis and treatment of mental disorders; and
 5   
 6        WHEREAS, the American Psychiatric Association has
 7   demonstrated its leadership in the broader field of behavioral
 8   health by authoring the most widely-used world standard for the
 9   diagnosis of mental disorders known as the DSM-IV, which is
10   utilized by all allied disciplines in the mental health field
11   including psychiatric nurses, psychiatric social workers,
12   psychologists, marriage and family counselors, and substance
13   abuse counselors; and
14   
15        WHEREAS, the American Psychiatric Association holds an
16   annual convention which, in the past two years have attracted
17   18,000 registrants to Toronto, Canada, and to Washington, D.C.,
18   including not only medical doctors but many of the allied
19   mental health professionals listed above seeking the latest and
20   most reliable information in this era of exploding mental
21   health data; and
22   
23        WHEREAS, given the growing importance of the Pacific Rim
24   and Asian countries, an American Psychiatric Association annual
25   meeting in Hawaii, can potentially generate a significant
26   impact on the world's understanding of psychiatry, psychiatric
27   diagnoses, and psychiatric treatments; and
28   
29        WHEREAS, the last American Psychiatric Association annual
30   meeting held in Hawaii in 1973 attracted more participants than
31   the annual meeting the year before and the year after the
32   meeting in Hawaii; and

 2        WHEREAS, Hawaii offers an ideal site for such a conference
 3   in that it provides a unique combination of superior facilities
 4   at a new, world class Convention Center, 36,000 hotel rooms
 5   within one mile, world class restaurants, convenient airport
 6   access, and sophisticated convention support services; and
 7   
 8        WHEREAS, despite the wealth of extra-convention
 9   activities, Hawaii is developing a reputation as a serious
10   place to conduct business; and
11   
12        WHEREAS, when the American Medical Association considered
13   removing Hawaii from its convention rotation, a delegation of
14   the American Psychiatric Association played a key role in
15   successfully persuading the American Medical Association to
16   vote overwhelmingly to retain Hawaii on its House of Delegates
17   Interim Meeting Rotation for the year 2003; and
18   
19        WHEREAS, the Hawaii Psychiatric Medical Association
20   enthusiastically endorses Hawaii as a site for a future
21   American Psychiatric Association annual meeting, and hosting
22   the conference in Hawaii would provide a welcome opportunity to
23   improve the local economy through tourism; now, therefore,
24   
25        BE IT RESOLVED by the House of Representatives of the
26   Twentieth Legislature of the State of Hawaii, Regular Session
27   of 2000, the Senate concurring, that the Legislature supports
28   the Hawaii Psychiatric Medical Association, the Hawaii Visitors
29   and Convention Bureau, and the Hawaii Tourism Authority in
30   extending an invitation to the American Psychiatric Association
31   to seriously consider Hawaii's Convention Center as a site for
32   a future annual meeting of the American Psychiatric
33   Association; and
34   
35        BE IT FURTHER RESOLVED that the Legislature commends the
36   American Psychiatric Association for its efforts on behalf of
37   Hawaii in retaining Hawaii as a convention site for the
38   American Medical Association Interim Meeting of the House of
39   Delegates in 2003; and
40   
41        BE IT FURTHER RESOLVED that certified copies of this
42   Concurrent Resolution be transmitted to the American
43   Psychiatric Association, the Hawaii Psychiatric Medical
44   Association, the Hawaii Tourism Authority, the Hawaii Visitors
45   and Convention Bureau, and the Hawaii Convention Center
46   Authority.
