                     HOUSE  RESOLUTION

  PROJECT CITIZEN RECYCLING BIN PROJECT FOR KEAAU MIDDLE SCHOOL. 


 1        WHEREAS, Project Citizen focuses on the American federal
 2   system and the role of state and local government in order to
 3   foster the development of students' capacity and disposition to
 4   participate competently and responsibly in government; and
 5   
 6        WHEREAS, the program is designed to help students learn to
 7   formulate and express their opinions in response to problems in
 8   their communities; and
 9   
10        WHEREAS, the students of Keaau Middle School have
11   identified a need for increased recycling in their school; and
12   
13        WHEREAS, recycling is an important aspect for a society to
14   be environmentally responsible as it maximizes the use of
15   present resources; and
16   
17        WHEREAS, there are financial as well as environmental
18   incentives for recycling because recycling is usually rewarded
19   by funds which can be applied towards other productive goals;
20   and
21   
22        WHEREAS, recycling of products such as aluminum cans or
23   products, paper products, and plastics should be encouraged at
24   public and private locations including places of business; and
25   
26        WHEREAS, the State needs to take the initiative by
27   providing recycling containers or bins at as many public
28   locations and educational facilities as possible; and
29   
30        WHEREAS, according to Keaau Middle school student Tamarah
31   Binek, recycling bins should be placed at the Keaau Middle
32   School to help the students keep their school clean, reduce the
33   custodial staff's workload, and provide funds for additional
34   activities while reducing the need for school fundraisers; now,
35   therefore,

37        BE IT RESOLVED by the House of Representatives of the

 1   Twentieth Legislature of the State of Hawaii, Regular Session
 2   of 2000, that the Board of Education in conjunction with the
 3   Department of Accounting and General Services is encouraged to
 4   provide recycling bins to the Keaau Middle School and in
 5   general, for schools statewide; and
 6   
 7        BE IT FURTHER RESOLVED that certified copies of this
 8   Resolution be transmitted to the Board of Education, the
 9   Department of Accounting and General Services, and Tamarah
10   Binek of Keaau Middle School.
