                     HOUSE  RESOLUTION

REQUESTING THE INCORPORATION OF CRIME PREVENTION THROUGH
   ENVIRONMENTAL DESIGN STANDARDS IN ALL NEW AND RENOVATED
   BUILDINGS OF THE PUBLIC SCHOOL AND LIBRARY SYSTEMS.



 1       WHEREAS, the cost of violence in the community is measured
 2   not only by actual harm, but by the cost it takes to avoid such
 3   harm and the disruption to people's lives; and
 4   
 5       WHEREAS, in recent years, the incidences of crime to and on
 6   public places, particularly to institutions of learning, have
 7   increased significantly; and
 8   
 9       WHEREAS, crimes, such as vandalism, theft, littering, and
10   assault, is detrimental to the quality of education and
11   detracts from the educational process; and
12   
13       WHEREAS, there have been actions taken to deter and punish
14   acts of crime and violence, particularly in schools, through
15   environmental modification, which includes installing metal
16   detectors, security guards, and video cameras in such public
17   places; and
18   
19       WHEREAS, crime prevention through environmental design
20   standards can lead to a reduction in the fear and incidences of
21   crime and improvement in the quality of life by incorporating
22   innovative solutions to address vandalism and other crime
23   security problems; and
24   
25       WHEREAS, these environmental design standards are used by
26   architects, planners, and designers in the initial planning
27   stages of development projects to prevent or reduce incidences
28   of crime to and on property; and
29   
30       WHEREAS, incorporating such standards would be beneficial
31   to all users of the public school and library systems by
32   providing design alternatives to reduce opportunities for
33   criminal activity; now, therefore,

 1       BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 2000, that the Department of Accounting and General
 4   Services, the Department of Education, and the Hawaii State
 5   Public Library System are requested to incorporate crime
 6   prevention through environmental design standards to all new
 7   and renovated buildings of the public school and library
 8   systems effective July 1, 2000; and
 9   
10       BE IT FURTHER RESOLVED that crime prevention through
11   environmental design standards be based on the following
12   strategies:
13   
14       (1)  Surveillance to keep offenders under observation, such
15            as police (organized surveillance), lighting
16            (mechanical surveillance), and windows (natural
17            surveillance);
18   
19       (2)  Access control to deny access to a crime target and to
20            create a perception of risk in offenders, such as
21            guards (organized access control), locks (mechanical
22            access control), and special definition (natural
23            surveillance); and
24   
25       (3)  Territoriality to create or extend a sphere of
26            territorial influence to the offender, such as low
27            walls, landscaping, and paving patterns;
28   
29   and
30   
31       BE IT FURTHER RESOLVED that environmental design standards
32   only be implemented on projects for which adequate capital
33   improvement funds have been appropriated for the planning,
34   design, and construction costs associated with adhering to such
35   standards; and
36   
37       BE IT FURTHER RESOLVED that the Comptroller is requested to
38   submit a report of the actions taken pursuant to this
39   Resolution to the Legislature no later than twenty days prior
40   to the convening of the Regular Session of 2001; and
41   
42       BE IT FURTHER RESOLVED that certified copies of this
43   Resolution be transmitted to the Comptroller, the
44   Superintendent, and the Chairperson of the Board of Education.
