                     HOUSE  RESOLUTION
REQUESTING STATE AGENCIES TO USE TWO-SIDED COPYING OF ALL
   DOCUMENTS WHEN FEASIBLE AND PRACTICABLE.



 1       WHEREAS, in 1994, United States residents generated over
 2   209 million tons of municipal solid waste, and if current
 3   trends continue, by 2010, there will be an additional 70
 4   million tons to manage each year; and
 5   
 6       WHEREAS, in 1994, office workers generated 6.8 million tons
 7   of paper throughout the country; and
 8   
 9       WHEREAS, overall, during that year, paper, which includes
10   cardboard and newspaper, was the single largest component of
11   the municipal waste stream and amounted to 81.3 million tons,
12   or thirty-nine percent of the nation's waste; and
13   
14       WHEREAS, office paper increased from 1.7 percent of the
15   waste stream in 1960 to 3.2 percent in 1994, and is projected
16   to be 6.4 percent in 2010, making it one of the fastest growing
17   categories of waste; and
18   
19       WHEREAS, the Hawaii state government has a responsibility
20   to lead by example in conserving natural resources and
21   practicing pollution prevention; and
22   
23       WHEREAS, pollution prevention, or reducing waste at the
24   source, means using less, thereby reducing the amount of
25   materials thrown out every day, and is often the most
26   inexpensive way to diminish pollution and promote resource
27   conservation; and
28   
29       WHEREAS, the State remains committed to practicing resource
30   conservation and pollution prevention as strategies to realize
31   cost savings, increase efficiency, and enhance environmental
32   protection; now, therefore,
33   
34       BE IT RESOLVED by the House of Representatives of the
35   Twentieth Legislature of the State of Hawaii, Regular Session
36   of 2000, that all state executive departments and agencies, the
37   Judiciary, and the Legislature are requested to use two-sided
38   copying of all documents when feasible and practicable; and

 1       BE IT FURTHER RESOLVED that all departments, agencies, and
 2   offices conserve paper by using two sides whenever possible,
 3   by:
 4   
 5       (1)  Printing rough drafts and informal memos on the used
 6            side of paper that would otherwise be thrown out;
 7   
 8       (2)  Loading laser printer paper trays with draft paper;
 9            and
10   
11       (3)  Reusing draft and computer paper for notes and scrap
12            paper;
13   
14   and
15   
16       BE IT FURTHER RESOLVED that certified copies of this
17   Concurrent Resolution be transmitted to the Governor, the
18   Senate President, the Speaker of the House of Representatives,
19   and the Administrative Director of the Courts.
