                     HOUSE  RESOLUTION
  REQUESTING THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF
    HAWAII TO DEVELOP A PROACTIVE PLAN FOR HOUSING HOUSEHOLDS
    WITH INCOMES BELOW THIRTY PER CENT OF THE MEDIAN INCOME.



 1        WHEREAS, the 1998 Housing and Community Development
 2   Corporation of Hawaii consolidated plan states that 24,400
 3   households with extremely low incomes (below thirty per cent
 4   the of median income) experience a shelter burden by paying
 5   more than thirty per cent of their incomes for rent; and
 6   
 7        WHEREAS, the 1999 homeless needs assessment study by
 8   Market Trends Pacific found 206,924 people, or 18.1 per cent of
 9   the state population, to be at risk of becoming homeless; and
10   
11        WHEREAS, the National Low-Income Housing Coalition found
12   in 1999 that forty-five per cent of Hawaii's renters could not
13   afford fair market rent for a two-bedroom apartment; and
14   
15        WHEREAS, the 1997 Hawaii housing policy study projected a
16   need for 11,810 new units for households with incomes below
17   thirty per cent of the median income through the year 2016; and
18   
19        WHEREAS, the Legislature finds that among state and state-
20   administered federal affordable housing programs, provisions
21   for households below thirty per cent of the median income are
22   inadequate for addressing need; and
23   
24        WHEREAS, many programs that do contain such provisions may
25   offer most units to households in the higher part of this
26   income range; and
27   
28        WHEREAS, the Housing and Community Development Corporation
29   of Hawaii is considering demolishing older public housing; and
30   
31        WHEREAS, the priority of state planning should be to
32   address those most vulnerable in our society; now, therefore,
33   
34        BE IT RESOLVED by the House of Representatives of the
35   Twentieth Legislature of the State of Hawaii, Regular Session
36   of 2000, that the Housing and Community Development Corporation

 1   of Hawaii is requested to produce a proactive plan which states
 2   how it will provide housing for households in the ranges of
 3   zero to ten per cent, eleven to twenty per cent, and twenty-one
 4   to thirty per cent of the median income, with the following
 5   provisions:
 6   
 7        (1)  Designate a specific housing program or programs and
 8             estimated funding needed to provide the needed
 9             housing for each income range;
10   
11        (2)  Address the preservation of existing units already
12             designated for households below thirty per cent of
13             the median income, such as priorities in public
14             housing and project-based Section 8 programs and
15             other policies for extremely low-income households;
16   
17        (3)  Address the replacement of units lost to demolition,
18             including the income level designation and location
19             of new units; and
20   
21        (4)  Specify the number of units to be preserved and the
22             income levels of residents whose units are targeted
23             for preservation;
24   
25   and
26   
27        BE IT FURTHER RESOLVED that the Housing and Community
28   Development Corporation of Hawaii is requested to develop the
29   plan through a public process which includes consumers of state
30   and state-administered federal housing programs as well as
31   housing advocates; and
32   
33        BE IT FURTHER RESOLVED that the Housing and Community
34   Development Corporation of Hawaii is requested to submit to the
35   Legislature its first plan for housing households with incomes
36   below thirty per cent of the median income no later than
37   December 31, 2000; and
38   
39        BE IT FURTHER RESOLVED that a certified copy of this
40   Resolution be transmitted to the Chairperson of the Housing and
41   Community Development Corporation of Hawaii.
