DESCRIPTION:
Prohibits the use of "College Hill" as a residence as of January
1, 2000; designates "College Hill" at the University of Hawaii to
be used as a meeting site for university functions, beginning
January 1, 2000; appropriates funds to renovate faculty housing

                   A  BILL  FOR  AN  ACT

RELATING TO THE UNIVERSITY OF HAWAII. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that "College Hill" is the
 
 2 official residence of the president of the University of Hawaii.
 
 3 Currently, "College Hill" serves a dual purpose as the residence
 
 4 for the university president and as a public meeting facility.   
 
 5      The legislature further finds the College Hill is a showcase
 
 6 for artistic and cultural gifts to the university and serves as a
 
 7 site of official University of Hawaii functions that are directly
 
 8 related to the University of Hawaii.  Additionally, College Hill
 
 9 has become a gathering place for the university to foster
 
10 relations with the university community, its alumni, benefactors,
 
11 volunteers, state government, business community and the general
 
12 public.  These gatherings promote and enhance the positive image
 
13 and create awareness of the university's various programs and
 
14 services through personal interaction between the university
 
15 community and various constituent groups.  However, events held
 
16 at College Hill infringe upon the president's privacy and
 
17 deprives the university from having a readily available meeting
 
18 site for university functions.
 
19      College Hill has been maintained by the university with the
 
20 goal of preserving this piece of Hawaii's past as a relevant part

 1 of our present and future.  The legislature believes that this
 
 2 goal can be advanced more effectively if College Hill is used
 
 3 exclusively as the official university gathering place.
 
 4      Therefore, the purpose of this Act is to designate "College
 
 5 Hill" as the official meeting site for University of Hawaii
 
 6 functions, and eliminate the use of "College Hill" as a residence
 
 7 for the university president.
 
 8      SECTION 2.  The current residence for the University of
 
 9 Hawaii president, known as "College Hill," located at 2234
 
10 Kamehameha Avenue, Honolulu, Hawaii, shall not be used as a
 
11 residence as of December 31, 1999.  Effective January 1, 2000,
 
12 "College Hill" is designated and shall appropriately be used as
 
13 the official meeting site for University of Hawaii functions to
 
14 promote the university's image and programs.  
 
15      SECTION 3.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $          , or so
 
17 much thereof as may be necessary for fiscal year 1999-2000, to
 
18 renovate faculty housing to suit the residential needs of the
 
19 president of the university.  The sum appropriated shall be
 
20 expended by the University of Hawaii.
 
21      SECTION 4.  This Act shall take effect on July 1, 1999.
