                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION.
 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1                              PART I
 
 2      SECTION 1.  Chapter 302A, Hawaii Revised Statutes, is
 
 3 amended by adding a new section to be appropriately designated
 
 4 and to read as follows:
 
 5      "�302A-    Salaries of coaches.  Coaches shall be paid a
 
 6 salary in the same manner as other teachers under sections 302A-
 
 7 624 and 302A-630.  Increases in their salaries shall be made in
 
 8 the same manner as collective bargaining increases for A-Plus
 
 9 site supervisors and drivers education instructors."
 
10                              PART II
 
11      SECTION 2.  Chapter 37, Hawaii Revised Statutes, is amended
 
12 by adding a new section to part IV to be appropriately designated
 
13 and to read as follows:
 
14      "�37-     Budgeting for new schools.  (a)  Funding for
 
15 coaches' salaries, athletic health care trainers' salaries,
 
16 athletic equipment and supplies, and the transportation of
 
17 athletic teams shall be considered standard workload increase
 
18 items when planning and budgeting for new public schools.

 1      (b)  The director of finance shall consult with the
 
 2 superintendent of education to carry out the purposes of this
 
 3 section."
 
 4      SECTION 3.  Section 37-71, Hawaii Revised Statutes, is
 
 5 amended by amending subsection (e) to read as follows:
 
 6      "(e)  The proposed budget shall include:
 
 7      (1)  A statement of the percentage differences between the
 
 8           current biennium recommendations and the previous
 
 9           biennium appropriations for education programs.  The
 
10           information shall be displayed by programs or groups of
 
11           programs, with corresponding amounts and percentage
 
12           differences.  If any component of an education program
 
13           is added or removed, the governor shall provide an
 
14           estimate of how the addition or removal affects the
 
15           current biennium recommendations;
 
16      (2)  A statement of the difference between the total amount
 
17           proposed for the current biennium and the total amount
 
18           expended in the previous biennium for education
 
19           programs per pupil; and
 
20      (3)  Other financial statements, information, and data that
 
21           in the opinion of the governor are necessary or
 
22           desirable in order to make known in all practical
 
23           detail the programs, program plans, and financial
 
24           conditions of the State.

 1      As used in this subsection, the term "education programs"
 
 2 [include] includes instructional, personnel, transportation,
 
 3 facilities, facilities repair and maintenance, and other programs
 
 4 deemed appropriate by the department of education.  The term also
 
 5 includes coaches' salaries, athletic health care trainers'
 
 6 salaries, athletic equipment and supplies, and the transportation
 
 7 of athletic teams for new public schools."
 
 8      SECTION 4.  Statutory material to be repealed is bracketed.
 
 9 New statutory material is underscored.
 
10      SECTION 5.  This Act shall take effect upon its approval.
