                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE PURCHASE OF COMPUTERS FOR PUBLIC
   HIGH SCHOOLS STATEWIDE. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that according to a report
 
 2 in Education Week, Hawaii's students rank below the national
 
 3 average with respect to computer accessibility in public schools.
 
 4 This report is consistent with the recently completed
 
 5 Comprehensive Needs and Assessment Report that found that the
 
 6 primary problem in dealing with technology in Hawaii was the
 
 7 inaccessibility of computers and related technology curriculums
 
 8 for high school students.
 
 9      If public school graduates in this State are to succeed in
 
10 today's highly competitive and quickly evolving technological
 
11 society, then the legislature must provide the funds to procure
 
12 the necessary tools and expertise to train them to perform and
 
13 compete with the best and the brightest worldwide.  As
 
14 articulated by the Hawaii Content and Performance Standards II
 
15 Educational Technology Group, we must "ensure that all students
 
16 are able to utilize available computer and related technology to
 
17 do their tasks or to assist them in achieving their own learning
 
18 goals."
 
19      The purpose of this Act is to appropriate funds to increase

 1 the availability of computers, software, and universal Internet
 
 2 access to meet the needs of Hawaii's public high school students.
 
 3      SECTION 2.  There is appropriated out of the general
 
 4 revenues of the State of Hawaii the sum of $          , or so
 
 5 much thereof as may be necessary for fiscal year 2000-2001, to
 
 6 purchase computers for public high schools statewide, in order to
 
 7 increase the availability of computers, software, and universal
 
 8 Internet access to meet the needs of Hawaii's public high school
 
 9 students.
 
10      SECTION 3.  The sum appropriated shall be expended by the
 
11 department of education for the purposes of this Act.
 
12      SECTION 4.  This Act shall take effect on July 1, 2000.
