DESCRIPTION:
Requires the Hawaii health systems corporation to develop a
strategic plan relating to current and future long term care
needs in the State and the availability of public and private
resources to meet those needs.  Requires HHSC to maintain its

                   A  BILL  FOR  AN  ACT

RELATING TO HEALTH. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Hawaii health systems corporation shall
 
 2 develop a strategic plan for the delivery of long term care
 
 3 services to the residents of Hawaii based on an assessment of the
 
 4 following:
 
 5      (1)  The current and three-year, five-year, ten-year, and
 
 6           twenty-year projected needs for long term care beds in
 
 7           the State;
 
 8      (2)  The ability of the private sector to accomodate the
 
 9           current and projected needs for long term care beds;
 
10      (3)  The impacts of closing the long term care beds in Leahi
 
11           Hospital and Maluhia hospital;
 
12      (4)  The long term financial implications of transferring
 
13           long term care patients in Leahi Hospital and Maluhia
 
14           Hospital to other facilities;
 
15      (5)  The ability of the Hawaii health systems corporation to
 
16           place current patients in comparable private
 
17           facilities;
 
18      (6)  The ability of the State's public and private long term
 
19           care delivery systems to accommodate the current and

 1           projected needs for long term care services based on
 
 2           the State's demographics on aging; and
 
 3      (7)  The prospects of developing alternative long term care
 
 4           delivery systems that maximize the use of elder home
 
 5           care health and other support services designed to
 
 6           extend physical and financial independence in existing
 
 7           residential settings. 
 
 8      The Hawaii health systems corporation shall submit its
 
 9 findings, recommendations, and proposed legislation to the
 
10 legislature no later than twenty days before the convening of the
 
11 regular session of 2002.
 
12      The Hawaii health systems corporation shall maintain all
 
13 existing long term care beds in its health facilities until
 
14 June 30, 2002.
 
15      SECTION 2.  This Act shall take effect upon its approval and
 
16 shall be repealed on June 30, 2002.
