DESCRIPTION:
Changes the general fund formula for the University of Hawaii
from a percentage of tuition revenues to 12% of all general fund
appropriations under each general and supplemental appropriation
act.  Excludes the following from the UH general fund request to
the legislature:  employer's share of health fund premiums, debt
service, and contributions for retirement, social security, and

                   A  BILL  FOR  AN  ACT

RELATING TO THE UNIVERSITY OF HAWAII.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 304-7.5, Hawaii Revised Statutes, is
 
 2 amended by amending subsection (a) to read as follows:
 
 3      "(a)  Beginning in fiscal year [1998-1999,] 2000-2001, and
 
 4 every year thereafter, [the general fund budget appropriations
 
 5 for the University of Hawaii shall be an amount not less than
 
 6 three times and not greater than five times the amount of regular
 
 7 tuition and related fee revenues estimated for that fiscal year.]
 
 8 the executive general fund request for the University of Hawaii
 
 9 that is submitted to the legislature, exclusive of allocations
 
10 and appropriations for the employer's share of health fund
 
11 premiums, retirement system contributions, social security
 
12 contributions, medicare contributions, and debt service, shall be
 
13 an amount not less than twelve per cent of the total general fund
 
14 appropriations made to all expending agencies in each general
 
15 appropriations act and each supplemental appropriations act."
 
16      SECTION 2.  Statutory material to be repealed is bracketed.
 
17 New statutory material is underscored.
 
18      SECTION 3.  This Act shall take effect on July 1, 2000.
