                   A  BILL  FOR  AN  ACT

RELATING TO HIGHER EDUCATION.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 307-2, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "�307-2 Board of directors; composition.  The affairs of
 
 4 the research corporation shall be under the general management
 
 5 and control of the board of directors, hereinafter referred to as
 
 6 the "board".  The board shall consist of [ten] nine members.  
 
 7      [Five] Effective July 1, 2000, and until June 30, 2001, two
 
 8 members of the board of regents of the University of Hawaii,
 
 9 selected by the board of regents, shall be members of the board
 
10 for terms to be determined by the board of regents; provided that
 
11 no term shall extend beyond the term as a member of the board of
 
12 regents.  Additionally, one member shall be a vice president or
 
13 dean and one member shall be faculty of the University of Hawaii,
 
14 nominated by the president of the university, and selected by the
 
15 board of regents, to serve for a period of four years.  
 
16      Effective July 1, 2001, two members shall be vice presidents
 
17 or deans and two members shall be faculty of the University of
 
18 Hawaii, nominated by the president of the university, and
 
19 selected by the board of regents, to serve for a period of four

 1 years.  
 
 2      The remaining five members shall be appointed by the
 
 3 governor pursuant to section 26-34.  All the members appointed by
 
 4 the governor shall serve for a term of four years, except that
 
 5 the governor may reduce the terms of those initially appointed so
 
 6 as to provide, as nearly as can be, for the expiration of an
 
 7 equal number of terms at intervals of one year, each term
 
 8 commencing on July 1 and expiring on June 30.  All members of the
 
 9 board shall serve without pay, but shall be entitled to
 
10 reimbursement for necessary expenses while attending meetings and
 
11 while in the discharge of duties and responsibilities.
 
12      The members of the board shall elect the chairperson of the
 
13 board."
 
14      SECTION 2.  Statutory material to be repealed is bracketed.
 
15 New statutory material is underscored.
 
16      SECTION 3.  This Act shall take effect on July 1, 2000.
