                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR DRUG TREATMENT, COUNSELING, AND
   INTERVENTION SERVICES FOR SUBSTANCE-ABUSING YOUTHS AT
   WAIPAHU HIGH SCHOOL.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  There is a critical need for drug treatment,
 
 2 counseling, and intervention services, particularly at Waipahu
 
 3 high school in the Leeward district of Oahu.  The number of
 
 4 students who have been identified or suspended under Act 90,
 
 5 Session Laws of Hawaii 1996, for drug related problems or
 
 6 possession continues to increase.
 
 7      An indication of this growing problem is that Waipahu has
 
 8 been designated as the next "Weed and Seed" area by a federal
 
 9 program.  The "Weed" portion of the program is designed to help
 
10 eliminate drug trafficking in the area whereas the "Seed" portion
 
11 of the program is designed to help the community provide
 
12 rehabilitative services to prevent the sale and use of drugs
 
13 within the community.  Waipahu high school has been in contact
 
14 with other agencies to provide "seed" services to assist students
 
15 who live in the area and are designated as marginal groups in the
 
16 larger school population.
 
17      Results of the 1998 Hawaii Student Alcohol and Drug Use
 
18 Study administered to sophomores and seniors at Waipahu high

 1 school revealed that seventy-one per cent of the sophomores and
 
 2 sixty-seven per cent of the seniors had tried tobacco at least
 
 3 once.  The study revealed that forty-two per cent of the
 
 4 sophomores and twenty-five per cent of the seniors regularly
 
 5 smoked cigarettes.
 
 6      The 1998 study also revealed that thirty-seven per cent of
 
 7 the sophomores and fifty-eight per cent of the seniors admitted
 
 8 to being drunk at least once in their lifetimes.  The study also
 
 9 revealed that about thirty-nine per cent of the sophomores and
 
10 forty-six per cent of the seniors had used illicit drugs at least
 
11 once in their lifetimes.  Sixteen per cent of the sophomores and
 
12 seventeen per cent of the seniors had tried marijuana, one of the
 
13 more popular illicit drugs, at least once.
 
14      Hina Mauka, a proposed substance abuse program would be a
 
15 valuable asset to students at Waipahu high school in need of
 
16 substance abuse treatment, counseling, and intervention services.
 
17 In order to implement this program, Waipahu high school needs
 
18 funding to provide a working space and a telephone line for two
 
19 full-time counselors provided by the department of health to work
 
20 with the students.  The program's location on-campus will enable
 
21 students to pursue their studies with minimal disruption.
 
22 Alternative educational sites may also be needed for students who
 
23 repeatedly violate the school's drug policies.

 1      The purpose of this Act is to appropriate funds to provide
 
 2 substance abuse treatment, counseling, and intervention services
 
 3 for students at Waipahu high school.
 
 4      SECTION 2.  There is appropriated out of the general
 
 5 revenues of the State of Hawaii the sum of $90,000, or so much
 
 6 thereof as may be necessary for fiscal year 2000-2001, to provide
 
 7 substance abuse treatment, counseling, and intervention services
 
 8 for students at Waipahu high school.
 
 9      SECTION 3.  The sum appropriated shall be expended by the
 
10 department of health for the purposes of this Act.
 
11      SECTION 4.  This Act shall take effect on July 1, 2000.
