                     A  BILL  FOR  AN  ACT

AUTHORIZING THE ISSUANCE OF REVENUE BONDS AND MAKING AN
   APPROPRIATION FOR FOR A SECOND BUILDING AT THE WEST KAUAI
   TECHNOLOGY AND VISITOR CENTER.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The director of finance is authorized to issue
 
 2 revenue bonds in the sum of $2,000,000, or so much thereof as may
 
 3 be necessary, and the same sum, or so much thereof as may be
 
 4 necessary, is appropriated for fiscal year 2000-2001 for plans,
 
 5 land acquisition, design, construction, and equipment for
 
 6 development of a second building at the West Kauai Technology and
 
 7 Visitor Center.
 
 8      SECTION 2.  The revenue bonds issued under this Act shall be
 
 9 issued pursuant to part III, chapter 39, Hawaii Revised Statutes,
 
10 relating to the powers of departments under section 39-53(3),
 
11 Hawaii Revised Statutes, to issue revenue bonds in amounts
 
12 authorized by specific act or acts of the legislature to finance
 
13 in whole or in part the cost of the acquisition, purchase,
 
14 construction, reconstruction, improvement, betterment, or
 
15 extension of any undertaking or the establishment and
 
16 administration of any loan program as authorized by law.
 
17      SECTION 3.  The appropriation made for the capital
 
18 improvement project authorized in this Act shall not lapse at the
 
19 end of the fiscal year for which the appropriation is made;

 1 provided that all moneys from the appropriation unencumbered as
 
 2 of June 30, 2002, shall lapse as of that date.
 
 3      SECTION 4.  The sum appropriated shall be expended by the
 
 4 department of business, economic development, and tourism for the
 
 5 purpose of this Act.
 
 6      SECTION 5.  This Act shall take effect on July 1, 2000.
