                   A  BILL  FOR  AN  ACT

RELATING TO HOMELESSNESS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the number of
 
 2 homeless persons in Hawaii has risen dramatically over the past
 
 3 five years, creating an increased need for homeless shelters and
 
 4 services.  In 1992, an appropriation of $3 million was made for
 
 5 5,532 homeless persons.  By 1997, the number had risen to 12,629
 
 6 homeless persons with no corresponding increase in appropriation.
 
 7 The legislature further finds that the demand for programs and
 
 8 services far exceeds the capacity of homeless shelter providers
 
 9 to accept everyone in need.  The legislature further finds that
 
10 homeless shelters are on the brink of closing important programs
 
11 due to a lack of funds.
 
12      The purpose of this Act is to appropriate funds for homeless
 
13 shelters and homeless services.
 
14      SECTION 2.  There is appropriated out of the general
 
15 revenues of the State of Hawaii the sum of $          , or so
 
16 much thereof as may be necessary for fiscal year 1999-2000, to
 
17 fund homeless shelters and homeless services, including per
 
18 person stipends paid to homeless shelters.
 
19      SECTION 3.  The sum appropriated shall be expended by the

 1 housing and community development corporation of Hawaii for the
 
 2 purposes of this Act.
 
 3      SECTION 4.  This Act shall take effect on July 1, 1999.
