                   A  BILL  FOR  AN  ACT

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION, TO REQUIRE A
   TWO-THIRDS VOTE BY THE LEGISLATURE FOR BILLS PROVIDING
   EXEMPTIONS TO ANY CHAPTER OR SECTION OF THE STATE'S CODIFIED
   LAWS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The purpose of this Act is to propose an
 
 2 amendment to article III, section 15, of the Constitution of the
 
 3 State of Hawaii to require a two-thirds vote by the legislature
 
 4 for bills providing exemptions to any chapter or section of the
 
 5 State's codified laws.
 
 6      SECTION 2.  Article III, section 15, of the Constitution of
 
 7 the State of Hawaii is amended to read as follows:
 
 8                         "PASSAGE OF BILLS
 
 9      Section 15.  No bill shall become law unless it shall pass
 
10 three readings in each house on separate days.  No bill shall
 
11 pass third or final reading in either house unless printed copies
 
12 of the bill in the form to be passed shall have been made
 
13 available to the members of that house for at least forty-eight
 
14 hours.
 
15      No bill providing exemptions to any chapter or section of
 
16 the State's codified laws shall pass without approval by two-
 
17 thirds vote of each house on each reading.

 1      Every bill when passed by the house in which it originated,
 
 2 or in which amendments thereto shall have originated, shall
 
 3 immediately be certified by the presiding officer and clerk and
 
 4 sent to the other house for consideration.
 
 5      Any bill pending at the final adjournment of a regular
 
 6 session in an odd-numbered year shall carry over with the same
 
 7 status to the next regular session.  Before the carried-over bill
 
 8 is enacted, it shall pass at least one reading in the house in
 
 9 which the bill originated."
 
10      SECTION 3.  The question to be printed on the ballot shall
 
11 be as follows:
 
12      "Shall a two-thirds vote be required of both houses of the
 
13      legislature to pass bills that provide exemptions to any
 
14      chapter or section of the State's codified laws?"
 
15      SECTION 4.  New constitutional material is underscored.
 
16      SECTION 5.  This amendment shall take effect upon compliance
 
17 with article XVII, section 3, of the Constitution of the State of
 
18 Hawaii.
