                   A  BILL  FOR  AN  ACT

RELATING TO COMPUTER AND COMMUNICATION SYSTEMS. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 39, Hawaii Revised Statutes, is amended
 
 2 by adding two new sections to be appropriately designated and to
 
 3 read as follows:
 
 4      "�39-A  State purchase of computer and communication
 
 5 systems; sale of bonds.  (a)  The state agency head primarily
 
 6 responsible for a functional area may purchase computer and
 
 7 communication systems in the following three categories which
 
 8 include but are not limited to:
 
 9      (1)  Public safety technology - database systems, firearms
 
10           licensing, workstations, the Hawaii criminal justice
 
11           data center, records imaging, courts, motor vehicle
 
12           registration, driver's license administrative
 
13           revocation data for drunk driving, and statewide
 
14           technology training centers;
 
15      (2)  Electronic government - statewide network linking all
 
16           state agencies, on-line access to government
 
17           information and services, electronic commerce, state
 
18           house of representatives and state senate automation,
 
19           attorney general automation, health and human services

 1           automation, and child protective services automation;
 
 2           and 
 
 3      (3)  Education technology - matching grants to local
 
 4           schools, enhancements to the State's education
 
 5           technology network, equipment for digital educational
 
 6           television, and education information management
 
 7           systems for the department of education, the University
 
 8           of Hawaii, and the community colleges.
 
 9      (b)  The computer and communication systems selected by the
 
10 state agency heads under subsection (a) shall be paid for with
 
11 the proceeds from the sale of bonds issued pursuant to
 
12 section 39-B.
 
13      �39-B  Issuance of bonds.  The director of finance, from
 
14 time to time, may issue general obligation bonds that can mature
 
15 at any time, including shorter terms of three to ten years, under
 
16 this chapter as may be authorized and necessary for the purposes
 
17 of section 39-A."
 
18      SECTION 2.  In codifying the new sections added by and
 
19 referred to in section 1 of this Act, the revisor of statutes
 
20 shall substitute appropriate section numbers for the letters used
 
21 in designating the new sections in this Act.
 
22      SECTION 3.  New statutory material is underscored.
 
23      SECTION 4.  This Act shall take effect on July 1, 1999.
